As the title indicates, this movie is set at the shipyard. I imagine it is somewhere in New York City, since Seth Low is indicated as present and he was Mayor of New York City at the time. I can't spot him, nor Alice Roosevelt Longworth, daughter of President Teddy Roosevelt, since my image of her is as an old lady. She reportedly kept a pillow by her side during parties, on which had been embroidered "If you can't say anything nice, come sit by me." The Kaiser is not present, but I imagine he was busy in Germany at the time.
It's done in four fairly long-lasting shots, which was reasonable at the time, and edited together for the linear passage of time, also standard for the era and for 'actualities', giving an air of being at the event to film audiences.
Although time has made the faces unfamiliar to us, and the film was not as sharp as one might hope, the feeling of looking at a bygone era, when men might wear cockades, and women large decorated hats to an event lingers for a modern audience interested in history and of films of that era.
