The literal translation of the title of this movie was: The Number One Murder in the Republic
The story was true and was told as it happened, well, mostly. The title of this movie, however, was rather inappropriate because in the real life, the warlord was executed after sentenced to death by the military tribunal, because he only wanted to keep his own force, (which is the only thing that would insure his political strength), instead of the fighting the enemy, resulting in the severe damage in the overall Chinese battle plan/strategy.
The other thing is that the so-called agent sent to watch the warlord was actually an military inspector general who like any military inspector general in the west, had the duty to oversee the compliance with the military. In order not to enrage the warlord, who would interpret sending a military inspector general from the central government to his turf would be a sign of distrust, the military inspector general had to be sent undercover.
