- U.S. Air force officer Hank Thomas attempts to expose a military cover-up after a civiian airliner crashes.
- Three years after Hank Thomas was thrown out of the air force because his best friend was killed in a military experiment/exercise led by Major Carson who caused the crash of TWA flight 800, he is approached by a group of CIA agents led by Harold Peters and Sharon Williams and Carson. They tell him that a microwave beam weapon killed his friend and those on TWA flight 800 and has now been attached to a super-sonic fighter plane called the Flacon. The falcon project has just been canceled by the military and the company that built it plans to steal it from its base at Area 51 and then sell it to the Chinese for $10 billion and that they need Hank's help to steal the plane and fly it to Alaska to have it dismantled before the company steals it. Hank and the CIA agents are secretly parachuted into Area 51 and in a gun battle get to the Falcon's hanger and steal it. But soon the Air Force is in pursuit as the plane makes its way to Alaska and events make Hank realize that the four CIA agents aren't CIA: they're mercenaries who have conspired with Carson to steal the Falcon and sell it to the Chinese. As Hank dodges air force fighter planes, he must also fight the mercenaries, and also land the Falcon, now leaking fuel, on an ice cap.—timdalton007
- In 1989 Connie Eldridge (Allison Dunbar) was contacted by Harmon Yaznah (Jeff Rank) who gave her a video tape shot 60 miles north of the Nellis Air Force base in Nevada. Connie worked at a magazine and tried to authenticate the tape. She was fired 2 weeks later when she refused to name her source and give up the original tape. She starts to research the development of a secret weapon under the Star Wars initiative of Pentagon. The weapon is a microwave beam designed to knock aerial targets out of air, by impacting their electronic systems.
In 1997, Air force pilot Hank's best friend Captain Bobby Edwards (Ken Olandt) was killed in a military experiment/exercise led by Major Carson (William Shatner). Hank and Bobby were on a routine fighter jet training exercise and were flying into the path of the microwave beam weapon. Carson's command center tries to warn Hank to remain within his flight envelope, but the weapon impacts the communications systems as well. Hank and Bobby fly into the path of the beam and Bobby experiences total system failure along with blindness and crashes as a result. Due to this crash, Carson orders swiveling the weapon to avoid crashing Hank as well. But, as a result, the beam causes the crash of civilian passenger TWA flight 800.
Hank demands answers from the committee to understand the reason behind Bobby's death but is refused any explanation. Carson counters that Bobby's death was only due to Hank deciding to fly outside of their sanctioned flight parameters. Hank was removed from active duty and later Court Martialled for dereliction of duty. It has been 3 years after Hank Thomas (Dale Midkiff) was thrown out of the air force. Hank now lives with his father Buzz (Cliff Robertson) at a private airfield. They take care of Bobby's wife Barbara (Sandra Dee Robinson) and daughter Alisia (Natasha Roth).
Hank is approached by a group of CIA agents led by Harold Peters (Judd Nelson) and Sharon Williams (Jenifer Rubin) and Carson. They tell him that a microwave beam weapon killed his friend and those 230 people on TWA flight 800.
Carson explains that the microwave beam weapon came out of the Star Wars Program and had the ability to destroy targets without leaving any residue of any kind. The Microwave beam has now been attached to a super-sonic fighter plane (capable of flying at Mach 5 at 75,000 feet) called the Falcon. The Falcon project was canceled by the military and the Rockwood company that built it plans to steal the prototype from its base at Area 51. Carson says that the Rockwood wants to sell the prototype to the Chinese for $10 Billion. They need Hank's help to steal the plane and fly it to Alaska to have it dismantled before the company steals it. Hank will be paid $200,000 for his work and full reinstatement to his rank and role in the military.
Hank and the CIA agents (including Roger the Rat (Mark Kiely)) are secretly parachuted into Area 51 and are engaged in a gun-battle while trying get to the Falcon's hanger and steal it. Hank gets into the Falcon with the rest of the team and flies it away from Area 51. After the plane leaves Area 51, the Rockwood security team is shown to be alive. It is indicated that the whole gun battle was staged, and that Rockwood was in on the plan to steal the plane.
But soon the Air Force is in pursuit as the plane makes its way to Alaska. Harold activates the microwave beam weapon to destroy the fighters in pursuit. These events make Hank realize that the four CIA agents aren't CIA: they're Russian mercenaries who have conspired with Carson to steal the Falcon and sell it to the Chinese. Hank decides to fight back and manages to kill Roger by ejecting him from the plane, while in flight. Hank also shoots down Roth Jankins (Dean Biasucci), the guys who was controlling the beam weapon against the fighters. Hank then goes back to the cockpit to pilot the plane to outrun the missiles shot at them. He simply makes the Falcon go faster than the missiles.
The Russian-trained commandos, led by Harold, demand that Hank land on an Arctic icecap where the real battle of survival begins. But the Falcon is running out of fuel and Hank has to land it 70 miles south of the original landing point. That far south, the ice is too thin to support the extraordinary weight of the Falcon.
Carson was already on board a Chinese submarine in the Arctic to hand over the Falcon to the Chinese military. The plan was to submerge the Falcon and tow it with the submarine back to China.
The plane cracks through the thin ice and goes underwater. This kills Harold when Hank locks him in the cockpit and the cockpit glass breaks. Now, only Hank and Sharon are left inside the plane as it settles on an underwater ice shelf in the Arctic.
The Chinese submarine reaches the Falcon and attaches a tow to it. The Chinese commander is worried that due to the tow being attached underwater, the emergency release system is not activated. This means that if the plane starts to sink, it will take the submarine down with it, as its displacement is 3 times that of the Submarine. The tow was a mini submarine that connects to an escape hatch on the plane. Chinese commandos board the plane, and are killed by Hank, but Sharon stops him. Hank leaves Sharon behind as the plane bulkheads fails and it floods, and Hank enters the mini submarine.
Now, the plane starts to sink, and the Chinese commander wants to sever the cable to the tow. Cason won't allow it as this would lead to loss of $10 Billion. Hank manages to detach the mini submarine from the plane, while leaving the tow in place that drags the submarine to the bottom of the Arctic. The submarine implodes. Hank is eventually rescued by a US submarine.
