It certainly sounds like his voice reciting the benediction over the dead Naval airman at the end. This OSS movie, supervised by Gene Markey, concerns itself with the Battle of Leyte Gulf, the largest naval battle of the Second World War, and maybe the largest ever. It's narrated with a sense of fury as MacArthur stalks grumpily through the water towards the Philippines, and continues with a lot of battle shots, as the narrator offers some of the highlights.
What is not mentioned is that the submarines breaking into the middle of the Japanese ships was almost certainly a matter of intelligence and not luck. American cryptographers had broken the Japanese codes early on; after that, it was a matter of how much of the information gained could be used without the Japanese catching on and changing those codes. I think the reinvasion of the Philippines would have been considered a good use and worth the risk.
