Here's another of the early cartoons from the still building Charles Mintz cartoon factory. With directorial credit spread between Art Davis, Dick Huemer, and Sid Marcus, each director seems free to contribute some particularly absurd skits to what is essentially a vaudeville show -- presumably organized by the series star.
Toby remained with RKO for distribution when Mintz got his contract distributing through Columbia. He was never a well defined character, mostly because he never remained in the same hands for any length of time. Still, there are one or two good cartoons during the series and this is one of them.
