The film originally began production as "Blind Power", with Lam Ching-ying's character playing a Hong Kong take on "Zatoichi/The Blind Swordsman", thus explaining his sunglasses, samurai sword hidden in his cane and his performance in several scenes, only for the idea to be abandoned half way through filming leaving a major continuity problem.

The film opened theatrically in Taiwan under the title "Sad Story of Saigon" but under-performed and prior to its Hong Kong release, due to the then popularity of the Cat 3 Adult or Exploitation movie, several sequences were cut including a garage fight scene featuring Jeff Falcon & Sophia Crawford and a further scene featuring the character of Mr.Toth the Marksman from Paris who returns to die a bloody and brutal death in a gunfight against Jeff Falcons character. In their place several "hard" by Hong Kong standards sex scenes were shot and inserted into the movie, including one bizarre sequence where as the Police storm the villains lair, he dispatches one of his men to have a tryst with his mistress while the rest of his men prepare for battle.
