A man's friend, a police officer, is assassinated by gangsters in broad daylight. He discovers that his elder brother works in the same gang and decides to avenge his friend's death by infiltrating the gang.

Brothers Kishan and Karan grow up on the streets of Bombay.Kishan joins hands with criminal Anna to give better education to Karan. Inspector Prakash friend of Karan knows about Anna's activities but doesn't have proof to arrest him he is killed in front of Karan.Prakash's sister Paro childhood love of Karan believes that he was responsible for her brothers death. Anna's former aide informs that Prakash was killed bye Anna and he is the boss of Kishan.Paro and Karan then revisit their love and Karan decides to testify against Anna and his men but is warned by Kishan as he might be attacked.—alex.mjacko@gmail.com

Orphaned at a very young age, Kishen and Karan, long for a home, a meal and a soft bed in sleep in. Instead they face starvation, are frequently molested, and end up living on the footpaths of Charni Road, Bombay. Then Kishen meets with a gangster named Anna, and goes to work for him. His first job: Snatch a man's handbag - which he carries out successfully. In this way Kishen is able to feed himself and Karan. He does not want Karan to be involved in any shady dealings, and gets him to go to school, study, and eventually travel to the United States for further education. Years later Karan completes his studies and returns home. He is met by Kishen, and together they make plans to travel to Delhi and then to Poona to meet Karan's sweetheart, Paro. But Karan wants to meet with Paro's brother, Inspector Prakash, and both agree to meet at a venue near Dadar Railway Station - a place where pigeons gather together and are fed by passer-bays. They are indeed happy to see other, but their joy is short-lived as Prakash is gunned down by three men, and killed. Shocked, Karan wants to identify the killers and get them arrested, but runs into brick walls. When Paro returns, he goes to meet her and re-kindle their romance, but she shuns him. It is then that he finds out that he was a mere pawn in the very well planned assassination of Prakash, and amongst the planner of this dastardly deed is none other than his very own brother - Kishen.—rAjOo (gunwanti@hotmail.com)

The story revolves around two brothers, Kishen (Jackie Shroff) and Karan (Anil Kapoor), who have spent their childhood growing up alone on the streets of Mumbai. In order for Karan to have a better upbringing and education, Kishen joins Anna Seth (Nana Patekar). Anna owns an oil factory, but that's a mere prop to cover up his dealings within the underworld. Karan is unaware of the fact that his brother is working for a gang. Inspector Prakash (Anupam Kher), Karan's best friend, is aware of Anna's gang activities and wants to bring him to justice. Anna knows that Karan and Prakash are best friends, so he sets up the murder of Prakash when Prakash and Karan are supposed to meet after Karan's arrival from America. Karan witnesses the murder of his friend Prakash, who dies in his arms.

Karan is devastated with the happenings, and is even more shocked to learn that Kishen is a gangster working for Anna, the man responsible for Prakash's murder. Iqbal, who is friends with Karan, though crippled he keeps all the information of the underworld. This very knowledge is threat to life, since Abdul (one of the three killers of Prakash) is wary of Iqbal. Iqbal briefs Karan about all the internal information of Anna's Gang and his rival gang led by Musa. Determined Karan resolves for revenge.

Karan goes to join Anna's gang. Anna wanting to weigh his credibility, locks him with Iqbal and can come out only after killing him. Anna is sure that Karan won't be able to kill Iqbal. Iqbal then shoots himself so that Karan can execute his plan without any guilt. To everyone else's surprise it appears that Karan has killed Iqbal and he becomes a part of Anna's gang.

Kishen is very disappointed since he wanted his brother to led a normal life, but is not able to deter Karan from his motives. With the help of Musa, Karan is able to eliminate all the three killers of Prakash. By playing off one gang against the other, he hopes to exterminate both of them at the same time. In a desperate attempt to get Karan away from it all, Karan gets him married to Paro. But when the couple is brutally killed on their wedding night, Kishen is out for revenge against Anna Seth.
