- Violence has escalated in India in the 1980s, in which the central villain is Mogambo (Amrish Puri). Mogambo is the central sponsor of kidnappings, drugs and arms smuggling, black marketing and hoarding of food-grains and all sorts of illegal activities in India. His goal is to make the country so weak that it breaks apart and he can easily rule the pieces. He wants to enslave the entire country and rule it like a King.
Mogambo is a brilliant yet insane General whose goal is to conquer India. From his island HQ, Mogambo monitors the evil-doings perpetrated by his henchmen. Captain Zorro (Gurbachan Singh) Is Mogambo's chief of security. Mogambo is looking for a place on the coast of Bombay from where he can smuggle unlimited amounts of arms and drugs into India.
Mogambo is also looking for an invisibility formula that will make his armies invincible. Such a devise was created by Dr Jagdish Verma, who hid the formula and preferred to be martyred rather than betray his country. Sinha saw Jagdish being killed by Mogambo's henchmen and managed to escape. Jagdish was the father of Arun Verma.
Arun Verma (Anil Kapoor) is an orphan and a street-walking violinist who rents a large, old house in Bombay. There, he houses a dozen or so orphaned children and takes care of them with the help of his cook and caretaker Calendar (Satish Kaushik) (his parents wanted to keep an English sounding name for him). Arun is poor, owes debts to the local food merchant Roopchand (Harish Patel) (who sells adulterated food grains), and is overdue to pay the landlord Maniklal (Yunus Parvez). Arun has not been able to pay Calendar for several months now. In spite of these problems, Arun tries to look on the bright side of every situation. Arun loves his kids dearly and they are his life's mission and reason for existence.
Mogambo's henchmen Daaga and Teja identify Arun's house for their operations. They send Maniklal to Arun's house with a final ultimatum to vacate the house, if he cannot clear all dues within 30 days. Calendar reminds Arun that the cost of running the home continues to rise. Arun decides to rent out the room on the first floor.
Arun goes to the local newspaper to run an advertisement for the room, he meets Seema Sohni (Sridevi). Mr. Gaitonde (Annu Kapoor) is Seema's newspaper editor. Seema is late in submitting her articles as her current landlord has kids and she cannot work peacefully. Seema has only one condition that she hates kids and wants peace and quiet in the house. Arun that he is not married and thus he cannot have any kids and she agrees to give him Rs 500 advance on rent. She is shocked when she learns that Arun hosts many orphan kids in her house. Seema gets into a tussle with the kids frequently. But with Seema's advance, Arun pays off Maniklal and clears his dues. Maniklal is aligned with Roopchand, who then stops the supply of ration to Arun less his dues are cleared. Arun gets some money from his music tuition which he pays Roopchand, which Roopchand says only clears Arun's past dues and demands cash payments for any fresh purchases. Seema sees that all the kids are gloomy and hungry in the house and her heart melts. She treats everyone to a breakfast and agrees to give a further 6 months advance on her rent to Arun. Seema and kids make peace with each other.
Next, Daaga and Teja send their goons who rough up Arun and threaten him to vacate the house in 2 days. The same day Mogambo's henchmen recognize Dr Sinha on the streets of Bombay. Dr Sinha decides to escape. That day, Arun receives a mysterious letter from a family friend, Dr. Sinha (Ashok Kumar), who reveals that Arun's late father had created a device that would make its user invisible. With the directions in the letter, Arun, accompanied by his ward Jugal (Aftab Shivdasani), enters his father's laboratory and finds the device. The device is in the shape of a gold watch worn on the wrist. When it is activated, it makes the wearer invisible to the naked eye. This invisibility is pervasive except for one flaw: when red light is focused on the wearer, he becomes visible. Arun and Jugal decide to keep the device a secret between them. Arun decides to use his device to confront Daaga and Teja.
Seema uses Mr Gaitonde's phone and is mistakenly connected to call between Daaga and Mr Walcott (Bob Christo). They are discussing an arms deal. Seema goes to a lavish party hosted by Teja (Ajit Vachani) and Daaga (Sharat Saxena). Seema's plan is to get a scoop for her newspaper from the party, where she performs a song under the guise of a Hawaiian dancer. Seema overhears Mr Wolcott making a deal to supply drugs and arms in exchange for a Golden Hanuman. She is nearly killed by the criminals after her disguise is spoiled (Daaga had seen Seema eavesdropping on their conversation), but Arun invisibly rescues her (who had come to confront Daaga and Teja), styling himself "Mr. India". Mr India also warns Daaga and Teja to leave Arun and the kids alone. Seema brings the news of Mr India to her editor Gaitonde, who refuses to believe her. So, she requests Mr India to meet Gaitonde personally, which he does. Gaitonde is astounded at meeting an invisible man. Mogambo is thrilled at the news of Mr India, as he knows that the invisibility formula has now been found and will eventually be in his grasp.
Mr. India later defeats Mogambo's men in several encounters, foiling their criminal plans. Mr India attacks and shuts down a gambling den associated to Mogambo. He also returns the hard-earned money of poor people, which was stolen by Daaga's goons. He then attacks and shut down all the shops selling adulterated food grain and makes Teja eat a meal made from the same adulterated food. He interrupts the arms deal between Daaga and Mr Wolcott (where he beats them both up very badly) and returns the stolen Golden Hanuman statue to its temple. Thereafter, Seema falls in love with her rescuer, though not attracted to his civilian alter ego.
Mogambo's computer-aided intelligence teams reveal that Mr. India's specific actions against the gambling den bring benefit to Arun Verma. Mogambo concludes that Mr India loves children. Mogambo has bombs disguised as toys, planted in places where children can find them. One of the bombs kills Arun's youngest and dearest charge, Tina, driving Arun to immense grief.
Mogambo has developed 4 ballistic missiles aimed at India. Mogambo is told that once the countdown for launch is initiated, it cannot be stopped, as it will trigger an earthquake and the entire Island will be destroyed. Arun, Seema, Calendar, and the surviving children are brought before Mogambo. Mogambo tortures them so that they reveal Mr. India's true identity and the location of the invisibility device. Arun eventually volunteers to this when Mogambo threatens to drop two children into a pit of acid; but because Arun has dropped the device (into a side tray), he cannot become invisible to prove himself. Frustrated, Mogambo has them sent into the dungeons.
They manage to escape after stealing the keys from a guard and Arun recovers his invisibility device. Meanwhile, Mogambo activates four intercontinental ballistic missiles, which are poised to destroy all of India. Arun confronts him, the two fight, and Arun gains the upper hand. But as he is about to stop the missiles, Mogambo warns that everyone present will die if Arun succeeds. Nevertheless, Arun deactivates the launch, and the missiles detonate on the launch pad. Arun, Seema, Calendar, and the children escape; Mogambo's fortress is destroyed, and Mogambo dies. Mogambo himself dies in the fire. Arun's dual identity remains a secret to most people, while he returns to his former life.
