Four years of elementary school in Schalding r. d. D., Abitur 1968 at the Humanist Gymnasium Leopoldinum Passau. 1968 to 1973 law studies and 1973 to 1976 legal traineeship in Regensburg.
Assistant to Professor Dr. Ekkehard Schumann at the Chair of Procedural Law at the University of Regensburg, where he received his doctorate (Dr. jur.) in 1977, dissertation on "Judicial Neutrality in Proceedings under the Federal Constitutional Court Act"; since 1976 public prosecutor and judge in the Bavarian Judicial Service, most recently head of the working group for legal interns at the Passau Regional Court; since 1982 lecturer at the University of Passau on "Civil Law for Economists"; book published with Professor Dr. Musielak on "Basic Questions of the Law of Evidence".
FDP member since 1972, state chairman of the Bavarian FDP and member of the FDP federal executive committee 1991 to 1998. City councilor in Passau since 1984, chairman of the FDP city council faction since 1990.
