She was educated at St Mary's in Calne, then at Tavistock School, and earned a Bachelors of Arts degree with honors in Politics in 1977 from the University of Exeter; a Bachelors of Philosophy in social work in 1986 from Exeter University; and a Master's Degree in European politics in 1978 from Leicester University.
