1972 to 1986 psychologist at the counseling center for parents, children and adolescents in Alsdorf, 1979 to 1986 head of this institution. Part-time lecturer in administrative psychology at the University of Applied Sciences for Public Administration.
Member of IG BAU, the AWO, the German Child Protection Association and the association "Against Forgetting - For Democracy".
Joined the SPD in 1971; 1982 to 1994 chairman of the SPD sub-district of Aachen, 1983 to 1995 district executive of the SPD Mittelrhein. 1975 to 1998 member of the council of the city of Würselen.
Member of the Bundestag since 1987; 1991 to 1998 housing policy spokesman for the SPD parliamentary group and member of the parliamentary group's executive committee; from October 1998 Parliamentary State Secretary to the Federal Minister of Transport, Building and Housing, since November 2005 to the Federal Minister of Transport, Building and Urban Development.
