High school, 1962 Abitur. Studied law at the Free University of Berlin and the Westphalian Wilhelms University of Münster, first state law examination in 1967, legal clerkship and second state law examination in 1971 in Berlin. 1971 to 1974 research assistant to the CDU parliamentary group in Hamburg. 1972 to 1974 lawyer and notary in own practice. From 1974 elected official; from 1974 to 1977 full-time mayor of the municipality of Barsbüttel/Stormarn, from 1977 to 1981 full-time mayor in Brunsbüttel/Dithmarschen. From 1981, city director and treasurer in Göttingen; this activity ended when he accepted a seat in the Bundestag. Since 1985 admitted to the bar at Itzehoe District Court. 1987 to 1993 Senator of the Fraunhofer-Gesellschaft. Federal Cross of Merit. Member of the CDU since 1971, 1987 to 2000 Chairman of the Steinburg District Association of the CDU, since 2000 Honorary Chairman. Member of the Bundestag since April 16, 1982; Chairman of the Schleswig-Holstein state group and budget policy spokesman for the CDU/CSU parliamentary group, member of the parliamentary group executive committee.
Resigned May 04, 2005, succeeded by Roland Dieckmann, Member of Parliament.
