During the siege of Charleston of 1864, Confederate submarine H.L. Hunley becomes the first submersible to sink an enemy warship in wartime.

Episode 1: Dr. Ralph Burke, a scientist and inventor, perfects an apparatus enabling submarine craft to remain underwater indefinitely without relying wholly upon compressed air stored in the boat. The discovery is perfected at the opening of the story and has been offered to the United States government. Lieut. Jarvis Hope. U.S.N., is dispatched to witness a practical demonstration of the invention. Arriving in the city where Dr. Burke lives, Lieut. Hope meets an old acquaintance. Hook Barnacle, whose life he once saved. Hook had his right hand bitten off by a shark, and an iron hook being substituted gained for him the odd sobriquet. Hook escorts the lieutenant to the Burke home and relates to Cleo, the doctor's "daughter," how his life had been saved by the young naval officer. Cleo and Hope become mutually interested. Hook is much given to talking and it is not long before the entire village knows the reason for Lieut. Hope's visit. Among those who learn the news are Sextus, a Russian, and Satsuma, a Jap, working under the orders of one Mahlin. The following day is set for the demonstration. Satsuma watching his chance has secreted himself aboard the submarine. Olga Ivanoff, head of the Russian bureau in this country, receives a visit from Sextus, who is commanded by her to obtain the secret of the submarine. Meantime Calvin Montgomery, a wealthy lobbyist, upon advices from influential friends at Washington, sends his nephew, Gerald Morton, an unprincipled rounder, to obtain the secret. Gerald is suspicious of his uncle's interest in Cleo Burke, but fails to learn anything definite before he leaves to see the inventor. On board the submarine the apparatus is being manipulated satisfactorily and Lieut. Hope is much impressed. The party repairs to the salon for lunch, affording opportunity for Satsuma to crawl stealthily from his hiding place. The Jap is examining the mechanism of the invention when he is surprised by Dr. Burke, who gives the alarm. Sailors rush in to overpower the Jap but he is desperate. Shots are fired, one of which disables the Burke apparatus. Satsuma throws over the lever opening the conning tower trap, leaps up the ladder, gains the top and dives off into the sea as the boat quickly sinking is almost lost to view. The water pours down through the open trap. The air machine is broken and with the boat uncontrollable, the inventor and his party battle for life in the watery darkness.

An inventor and his accomplice plan to rob a ship carrying gold bullion by using a submarine. A waiter overhears their plans, buys himself an admiral's uniform, tricks his way into command of the sub and plots to take the ship himself.

During World War I, an enterprising and patriotic reporter named Jack Bartlett interviews President Woodrow Wilson on the importance of the Fourth Liberty Loan. Jack returns from Washington to find that Otto Crumley, a German sympathizer, has taken control of his newspaper, and when Crumley tears up the story, Jack resigns and joins the Liberty Loan campaign. After raising a large sum of money for the government, Jack succeeds in preventing a strike in a local munitions plant. Later, he learns that Crumley, actually a German agent, has stolen a secret gasoline substitute formula invented by William Desmond, the father of his girlfriend Margaret. Crumley imprisons Margaret, but Jack rescues her and then swims out to the schooner on which Crumley is making his escape. The spy apprehended, Jack turns the ship's guns on a German submarine and sinks it.

Robin Cameron transforms her home on the Scottish seacoast into a hospital for convalescing soldiers. Sidney Carson, who owns the adjoining estate, and Dr. Hyde both love Robin, but she gives her heart to John Hamilton, an American soldier whose ship was sunk off the coast. When several Allied officials are sent to investigate reports of German spy activities in the area, an air raid occurs, and one of the officers is almost killed. Carson accuses John, and Dr. Hyde, jealous of the American's success with Robin, supports Carson's claim. However, with aid from a little Belgian girl named Mimi, Robin discovers that Carson had sent nightly messages to a fleet of German submarines. Exonerated, John departs for the front, and Robin, although her younger brother Donald has just lost his life in battle, bravely bids him farewell.

She meets the major at a dinner and they agree to meet later, but before she can keep the date, she is courted by a young naval officer named Karl. Falling in love, she ignores her spying assignment, but knows that she can never tell her new love about her life. When Karl has a chance to go on a heroic mission, Elsa sends him away with a "Dear Karl" letter. However, the paths of these three people cross again and she decides what she must do.

In 1915, Captain Liers, commander of a submarine is leaving his hometown, where he, his 2nd officer and the radio-operator, who is married there, spend their shore leave. Liers two brothers were already killed in action, so his mother doesn't like the idea of him going back to his sub. Liers thinks his 2nd officer is in love with a local girl, who is really pining for him. On patrol they sink a British armoured cruiser, but while returning to their harbor, they're attacked by a sub trap. They're able to sink it, but the trap has alarmed a destroyer, that sinks their sub. The sub lays on the sea bed at 200 feet, and except for the bridge, it is full of water. 10 members of the crew survived, but there are only 8 rescue devices. Liers gives the order, that the crew shall use them, but they disobey, either all get out or nobody...

In 1918, U.S. Navy Lt. Tommy Knowlton participates in dangerous submarine missions, disobeys orders, gets court-martialed and romances a married woman who happens to be his C.O.'s daughter.

During World War I, a German spy and a French spy meet and fall in love.

The battleship is in danger if the unknown submarine is enemy.
