It has been established on the series many times that ships can be controlled remotely, so no doubt Naomi or someone else remotely shut down the Rosci's reactor. Although it is likely standard procedure to shut down the reactor on a docked ship that has no crew on board for safety reasons, so all the ships docked with the Behemoth likely already had their reactors shutdown, or at least on standby.
In an establishing shot of numerous ships shutting down their reactors, and going dark, the CGI model for the Behemoth shuts down a reactor as well. It must be the Behemoth, as it has a spinning drum, and it's established that the Behemoth is the only ship in the void-space with such a drum. The Behemoth won't shut its reactor down until a few minutes later in the story line.
Anna Volovodov broadcasts the message to the flotilla that, "We need to power down every reactor on every ship." However with the crew of the Rocinante all aboard the Behemoth, nobody was onboard to power down Holden's Martian frigate.
