- Set three years after the events of the first film "Frozen , from 2013" , the story follows Elsa, Anna, Kristoff, Olaf, and Sven, who embark on a journey beyond their kingdom of Arendelle in order to discover the origin of Elsa's magical powers and save their kingdom after a mysterious voice calls out to Elsa.
- King Agnarr (Alfred Molina) of Arendelle and his Queen Iduna (Evan Rachel Wood) tells a story to his young children, Elsa (Idina Menzel) and Anna (Kristen Bell), that their grandfather, King Runeard (Jeremy Sisto), established a treaty with the neighboring tribe of Northuldra by building a dam in their homeland, the Enchanted Forest. There they came to know the four guardian spirits of the forest - Earth, Fire, Water, and Air. Agnarr says that the Northuldra were not magical and only used the gifts given to them by the spirits.
Runeard took Agnarr to the forest to celebrate the completion of the dam with the Northuldra. However, a fight occurs, resulting in Runeard's death. Agnarr could not figure out why the Northuldra would attack the Arendelle when Arendelle had given them a gift of the dam. The battle enrages the elemental spirits of Earth, Fire, Water, and Air of the forest. The spirits disappear and a wall of mist traps everyone in the Enchanted Forest. Agnarr barely escapes due to the help of an unknown savior who sang a melodious tune to Agnarr. Agnarr says that since that day the spirits have been asleep but adds that Arendelle needs to be ready in case the spirits and the forest wake again.
Iduna says that only Ahtohallan (a magical river inside the forest that is said to have all the answers to the past) knows if the spirits would ever wake up again. Iduna sings a lullaby to the girls that represents the song that needs to be recited to the River.
Three years after her coronation, Elsa celebrates autumn in the kingdom with Anna, Olaf the snowman (Josh Gad), Kristoff (Jonathan Groff) the ice harvester and Anna's boyfriend, and Kristoff's reindeer Sven. Kristoff tells Sven that he is planning on proposing to Anna.
Elsa hears a mysterious voice calling out to her (but nobody else can hear the sound) and she follows it. Kristoff tries to find a good time to propose to Anna, but she is more concerned with how Elsa is acting. After assuring her sister she is going to be fine, they go to bed.
Elsa again hears the voice in her sleep and follows it to outside the castle. The magic around her shows her images of mysterious creatures. Elsa unintentionally awakens the elemental spirits, who disrupt Arendelle, forcing everyone in the kingdom to evacuate. A strong wind blows into the kingdom, the water from the fountains drains out, the fire from the lanterns goes out, and the earth begins to tremble fiercely. Elsa helps lead the citizens to higher ground. Elsa reveals to Anna that she has been hearing a mysterious voice and that she woke up the magical spirits of the Enchanted Forest, because of the voice. Elsa says that she believes whoever is calling her is good by nature.
The Rock Troll colony arrives at Arendelle and the Grand Pabbie (Ciarán Hinds) informs the sisters that the spirits of the Enchanted Forest are angered over a wrongdoing that must be corrected, or else Arendelle's future will be in jeopardy.
Elsa, Anna, Olaf, Kristoff, and Sven embark to the Enchanted Forest, following the mysterious voice. The Enchanted Forest is surrounded by a gigantic mist. After the mist parts at Elsa's touch, they are pulled inside and find themselves unable to get out.
Elsa explores the forest which is truly beautiful. The dam stands in the middle of it, holding back the water. The air spirit, in the form of a tornado, appears and sweeps everyone in its vortex. Elsa sees what look like images of memories shown through water. Elsa freezes the water, forming a set of ice sculptures. The sisters discover the sculptures are images from their father's past and the Northuldra woman who had saved Agnarr. The Air Spirit appears to have calmed down, gently blowing across the group, and Olaf even names it "Gale." Olaf says that the water has memory and that every drop of water has passed through at least 4 living things before it came into its current form.
They encounter the Northuldra tribe led by Yelena (Martha Plimpton) and a troop of Arendellian soldiers led by Lt. Destin Mattias (Sterling K. Brown) who are still in conflict with one another before the fire spirit appears. The Northuldra and the Arendellian accuse each other of starting the conflict. They are attacked by the Fire Spirit, which starts to spread bright colored flames across everything. Elsa once again uses her ice magic to contain the flames. She then follows the Fire Spirit until it appears as nothing more than a little salamander named Bruni. When he sees that Elsa means him no harm, he settles his flames and warms up to her.
Anna gets Elsa, they run back to the ice statues Elsa made and realize that the girl who saved Agnarr was Iduna (as Anna and Iduna's sculpture was wearing the same scarf), meaning their mother was Northuldra, and the spirits rewarded her deed by giving her a daughter with powers. This revelation allows the Arendellians and Northuldra to form a truce. The Northuldra tell them about a fifth spirit, who is meant to reunite the people with the magic of nature.
Kristoff meets a Northuldra reindeer tamer named Ryder (Jason Ritter), and the two of them bond over the way they treat their reindeer. He tells Kristoff that because of the mist, most of the people there have only lived in the Forest and have never seen the outside world. Elsa befriends Ryder's sister Honeymaren (Rachel Matthews), who shows Elsa that in addition to the four main spirits, there is a fifth spirit that acts as a bridge between the other spirits. After witnessing Earth Giants roaming across the land, Anna notices Kristoff is gone, not realizing he is with Ryder, who has tried to help Kristoff come up with an elaborate proposal. She takes off with Elsa and Olaf, which leads Kristoff to think she has gone away after learning this from Yelena.
Elsa, Anna and Olaf continue to head north (following the voice), leaving Kristoff and Sven behind. They find their parents' wrecked ship and a map with a route to Ahtohallan, a mythical river told by their mother to contain all explanations of the past. Elsa sends Anna and Olaf away to safety and continues alone. Elsa attempts to get to Ahtohallan across the water, but she keeps getting taken down by the Water Spirit, which appears as a Nokk. After taming the spirit, she rides it as she follows the voice, eager to find out where it's coming from.
Elsa discovers that the voice calling to her is the memory of young Iduna and that her powers are a gift from nature because of Iduna's selfless saving of Agnarr
Elsa then learns that the dam was built as a ruse to reduce the Northuldra's resources because of King Runeard's dislike of the tribe's connection with magic and intention to incorporate the region into his kingdom. She also learns he was the one who initiated the conflict by killing the leader of the Northuldrain cold blood. Elsa sends this information to Anna before becoming frozen due to venturing into the most dangerous part of Ahtohallan. This in turn causes Olaf to fade away.
Anna receives Elsa's message and concludes that the dam must be destroyed for peace to be restored. Anna finds and awakens the gigantic earth spirits and lures them towards the dam. The giants hurl boulders aimed at Anna which destroy the dam, sending a flood down the fjord to the kingdom. Elsa thaws out and returns to Arendelle, diverting the flood and saving the kingdom, thus saving the kingdom and lifting the mist in the Forest, freeing the soldiers and Northuldra.
Elsa reunites with Anna and the two sisters' hug. Kristoff and Sven run down there too, and Elsa revives Olaf. Anna and Elsa determine that Elsa is the fifth spirit, as she has become the bridge between the other spirits. Kristoff then finally manages to propose to Anna with something simple, and she excitedly accepts.
Elsa explains that she and Anna are now the bridge between the people and the magical spirits. Anna becomes the new Queen of Arendelle, while Elsa becomes the protector of the Enchanted Forest, who regularly visits Arendelle as peace has been restored. Elsa later rides the Nokk back to Ahtohallan for a visit.
Olaf visits Elsa's ice palace and recounts the events to Marshmallow, the snow giant created by Elsa as palace guard, and the Snowgies, miniature snowmen inadvertently generated by Elsa from sneezing.
