- Two gangs, Datta Pawle's (Raju Mavani) and Gani Bhai's, fight for the biggest part of Mumbai. Commissioner Ashraf Taufiq Khan (Govind Namdeo) decides to make Mumbai free of crime. He knows that Gani operates in India via his proxy Golden Bhai. Datta and Golden's men have political patronage.
Radhe (Salman Khan), a gangster with a mysterious past, and kills others for money. He meets Jhanvi (Ayesha Takia) while she's doing fitness training and instantly falls in love with her. Even though their first meeting leads Jhanvi to think negatively about Radhe (he was staring at her in her fitness training class). Radhe is not affiliated to any gang and works for anyone with a 50-50 share. Golden's henchman Jankiz (Harry Josh) hires Radhe to help him eliminate Datta's men. Shaina (Mahek Chahal) works for Golden Bhai. When Radhe helps Golden kills one of Datta's men, Datta retaliates by having Shiva (G. V. Sudhakar Naidu), Datta Pawle's henchman, to kill the MLA who protects Golden. Golden goes for a meeting with Datta & Shiva, but Datta refuses to bury the hatchet and refuses to recognize Gani's territories. Radhe was in the meeting and kills Shiva when Radhe is insulted by Datta.
Talpade (Mahesh Manjrekar), is a selfish and perverted Inspector. He is in cahoots with the local mafia led by Dilip Topi (Anupam Shyam) and runs an extortion mafia in partnership with him. Later, Talpade encounters Dilip (and kills one of his own men) and tells the builder (who was being harassed by DIlip for Rs 25 lakhs) to register a property worth rs 2.5 crores in his wife's name. Tapade lusts after Jhanvi (he finds on the streets one day and approaches her lustfully and forces her to give her name and address). Radhe saves Jhanvi from Talpade and Jhanvi begins to reciprocate his feelings. Jhanvi is shocked to know that Radhe is a contract killer for hire, but accepts him. The begin dating on Mumbai locals.
Talpade tells Jhanvi to marry him with the threat that he would rape Jhanvi's mother Laxmi (Prateeksha Lonkar) if she decides to go against his decision. Talpade is tipped off about Radhe's existence by Jhanvi's landlord Sonu Gates (Manoj Pahwa) (Sonu has a mild crush on Jhanvi. He is a harmless flirt). Sonu had seen Radhe pursue Jhanvi, and Talpade had warned Sonu to notify him if any boy pursues Khanvi. Talpade tries to threaten Radhe but ends up getting frightened of him after getting outsmarted by him (Radhe knew everything about his corrupt dealings). After this encounter Jhanvi starts loving Radhe. Thats when Datta's men attack Radhe and he is forced to kill them all in front of Jhanvi, terrorizing her.
Gani Bhai (Prakash Raj), an international don, arrives in India for assassination. Gani Bhai operates his gang from outside of India. Golden Bhai (Aseem Merchant) is the gang leader of Gani Bhai's gang, who handles Mumbai ops. Gani was forced to arrive in India, when Golden was suddenly murdered (Shaina thinks Datta killed Golden in retaliation to Radhe killing his men). when Datta's men again attack Radhe, Jhanvi realizes that she loves him deeply and cares for him. Upon arrival, Gani kills Datta and all of his men. Talpade sends some goons to make it look like Jhanvi has been raped in her own house (they just tear her clothes and leave her alone).. Radhe captures Talpade in the red light district, covers his face from behind and gives him a royal beating. Gani hires Radhe to kill a central minister.
Taufiq arrests Gani Bhai, who makes various attempts to contact Radhe, however, in vain. Ashraf is blackmailed to release Gani Bhai after his men send an explicit video of his daughter (Manesha Chatarji) to him. Ashraf releases Gani, but Gani still releases the video online. Under the influence of drugs, his daughter reveals a mission that involves an IPS officer, Rajveer Singh Shekhawat, murdering Gani Bhai. Since Rajveer Shekhawat's identity is difficult to decipher (even Talpade cant figure out the identity through files in the department), Gani Bhai holds his father, Shrikant Shekhawat (Vinod Khanna), captive. Shrikant proudly tells him about his son, without revealing his true identity. Gani Bhai mistakes Ajay (Inder Kumar), Rajveer's adopted brother, for Rajveer Shekhawat and kills him. Gani Bhai realizes his mistake (when Shrikant cries over Ajay's dead body using his real name) and pressures Shrikant to reveal Rajveer's identity. Shrikant is murdered by Gani Bhai after he refuses to tell him (but confirms that Golden was killed by Rajeev to force Gani to come to India). His son, Rajveer Shekhawat, who is revealed to be Radhe, arrives at the place of his father's death (Talpade and Gani see this). Radhe is infuriated and decides to avenge the deaths of his father and brother. Through threatening Talpade, he locates Gani Bhai. After intense combat, Radhe finally manages to rescue Ashraf's daughter and kills both Gani Bhai and his co-conspirator Talpade.
