Benedict Hisston is a foreign agent, part of a conspiracy to destroy the Panama Canal and the US Navy's Atlantic Fleet. He attempts to acquire information about mine placement in the Canal Zone from Captain Richard Decatur but fails. That information is essential to the conspiracy's success and so he then hires vamp Peg Williams to obtain the intelligence through seduction. Decatur is not fooled and obeys the "silent command" of the Chief of Naval Intelligence to play along with the spies without revealing his purpose to friends or family. He is court-martialed, stripped of rank, and dismissed from the Navy after he strikes an admiral. His association with Williams estranges him from his wife but earns him the trust of Hisston and the other spies. When the conspirators are ready to enact their plan, he travels to Panama with them. He thwarts their attempt at sabotage, saving the canal and the fleet. He is then reinstated into the Navy, reunited with his wife, and honored by the nation for his heroism

The SMS Emden then aids a sinking passenger ship and the officer discovers that his wife was on board the ill-fated liner. She is found among the rescued and the sailor is relieved. After the ship briefly ports and the sailor farewells his wife, the cruiser then meets the HMAS Sydney in battle and is sunk. Fortunately the officer escapes from the sinking vessel and is reunited with his wife.

At the outset of World War II, June McCarthy meets Carl Cutler aboard the S.S.Aleria, a British vessel en route to New York from London, where she has been dancing. The ship is sunk in mid-voyage by an unidentified submarine, and Cutler aids in rescuing June. As they arrive safely in Manhattan, June asks Cutler to contact her fiancé, Jimmy Madden, about the use of his stranded freighter, S.S. Apache, in Cutler's import business. By this action, she has unwittingly aided Cutler, who is an undercover Nazi naval officer, with acquiring a mother ship for German submarines in the Atlantic. Cutler charters the Apache and also kidnaps June who, he fears, might realize he was responsible for the sinking of the Aleria. When the ship is at sea, a submarine comes alongside, and the crew climbs aboard to be met by Cutler and his aides in full uniform. Madden is informed that Cutler is now the ship's captain, and then takes the ship on raiding missions in the Caribbean, with Madden and his crew imprisoned in the ship's hold. June is allowed freedom of the ship and Madden believes she is an accomplice of Cutler's. She regains his favor and trust when she conceives the idea of cutting carbide flares from the life preservers for floating S.O.S. messages.
