Two “massive moveables” – that is, Covid-19 and the delay in legislative changes to the offsets – mean Screen Australia has been scenario planning.
CEO Graeme Mason sat down with Screen Producers Australia CEO Matthew Deaner for a broad-ranging chat on Facebook Live this week, where the topic of the reform package loomed large.
As it stands, the Treasury Laws Amendment (2021 Measures No. 5) Bill 2021 – which would, inter alia, lift the Producer Offset for non-feature length content from 20 to 30 per cent – has yet to pass the Senate.
This is of concern to both Spa and Screen Australia. As the legislation is supposed to apply retroactively to July 1, many TV projects have already gone into production on the assumption of a 30 per cent offset.
If the Bill does not pass the Senate before the end of the sitting year – which ends next week – it will be knocked back to 2022. If an election is then called,...

Sky TV customers and subscribers to the Now Entertainment package in the U.K. and Ireland will get “early access” to the new ad-supported Peacock destination, with original and library TV shows and movies from across NBCU although the content availability will differ from what’s available on Peacock in the U.

Melbourne-based private film finance group Elevate Production Finance has hired Shana Levine as head of production investment.
Levine joins other recent recruits in London-based film financier and producer Charles Auty, who is COO, and Brisbane-based entertainment and finance lawyer Ted Cawrey, who is head of legal and business affairs.
Epf MD Craig McMahon said Levine’s appointment would now mean the company could provide “superior end-to-end service to productions”.
Since launching in 2017, Elevate has helped fund a number of Australian and international films, including George Miller’s Three Thousand Years Of Longing; Rich Lee’s War Of The Worlds starring Eva Longoria; Liam-Neeson starrer Blacklight; Sophia Banks’ debut feature Black Site; and Film Nation’s Misanthrope, directed by Damián Szifron.
During the height of Covid-19, the company, which is backed by Australian and international institutions and private equity, reassessed its protocols to provide debt funding to productions despite the pandemic.

Sky Katz (previously known as Skylar Katz) (Disney Channel’s “Raven’s Home”) stars as the titular character Summer, a fierce Brooklyn teen who is sent ‘Down Under’ to live with family friends in a coastal town on the Great Ocean Road. She stars alongside Brazilian rising star Joao Gabriel Marinho (“Malhacao”), Australia’s Kai Lewins (“Wild Boys”) and Savannah La Rain (“Content”). It also stars Lilliana Bowrey, a five-time Queensland junior state surf champion, making her first foray into acting.
The ten-part show will be shot at some of Australia’s most iconic surf beaches in Victoria.

When local newspapers complain about traffic jams caused by Nicole Kidman filming (in New South Wales’ picturesque Byron Bay) and Natalie Portman stopping Sydney traffic by wearing revealing shorts, there is a sense that normality has returned to everyday life in Australia. The film industry is back in production high gear.
Indeed, films starring Zac Efron (“Gold”), Chris Hemsworth (“Escape From Spiderhead”), Joel Edgerton and Tom Hanks, are all currently lensing in different parts of Australia. Portman is preparing to shoot Marvel’s “Thor: Love and Thunder” while Kidman and Melissa McCarthy were recently shooting Hulu miniseries “Nine Perfect Strangers.” George Miller is shooting his “Furiosa,” a “Mad Max” spinoff, for Warner Bros.
Neighbor and sometime rival New Zealand is equally busy. Disney’s “Avatar” movie franchise and Amazon’s “Lord of the Rings” TV series are
both moving again after a coronavirus hiatus. A slew of local movies is also now shooting.

Expenditure on screen production in Australia plunged by 18% in the financial year to June 2020, reflecting a near total shutdown of large-scale drama filming from March, due to the impact of the coronavirus and work from home regulations. But, until the virus struck in the fourth (April to June) quarter much of the industry had been on course for a record year.
“If you think that we lost more than a quarter of our year, three and a half months, but ended down only 18%, that’s a good result. It is only half the downturn you might have thought,” Screen Australia CEO, Graeme Mason told Variety.
The July 2019-June 20202 period saw total production spending of A$990 million ($693 million) coming from production of local and foreign feature, television and online drama titles, as well as post, digital and visual effects, according to Screen Australia’s annual Drama Report. Joanna Werner.
When Joanna Werner did a media course at Rmit she aimed to be journalist but her career took a different path as the head of Werner Film Productions.
So when Michael Lucas, whom she had met in a writers’ room five years ago, pitched her his concept of a drama set in TV newsroom, she jumped at the idea.
After a lengthy development process the ABC commissioned The Newsreader, which follows the unlikely bond between a young TV reporter and a ‘difficult’ female newsreader.
Emma Freeman will direct the six-part series scripted by Lucas (who co-created Five Bedrooms with Christine Bartlett), Jonathan Gavin, Niki Aken and Kim Ho, which is now in pre-production in Melbourne, supported by Screen Australia and Film Victoria.

‘The Masked Singer.’
Network 10 is sticking to tried-and-true formats next year, its schedule and investment in local content unaffected by the pandemic-induced advertising downturn.
While all the new and returning shows unveiled today were commissioned before the Federal Government’s media reforms scrapped the local content sub-quotas, executives say that had no bearing on its strategy for 2021.
New to the slate next year are Making It Australia, an adaptation of the NBCUniversal format, a local version of the UK’s The Dog House and The First Inventors, a co-commission with Nitv. (See separate story).
The network continues to commission children’s dramas, with the second series of Jonathan M. Shiff Productions’ The Bureau of Magical Things, the Stephen Jaggi Company’s teen mystery drama Dive Club (a co-commission with Netflix) and a third show yet to be announced. All will premiere on 10 Shake.

Hugh Sheridan and Blake Northfield.
Back to the Rafters and Five Bedrooms star Hugh Sheridan plans to make his feature writing and directing debut on The Dance, a coming-of-age drama which follows a teenager who fulfills his dream of joining the Australian Ballet School.
Produced by Bronte Pictures’ Blake Northfield, the film will explore love, death, sexuality, drugs and loneliness set in the highly competitive world of theatre.
As a graduate of Nida, Vca and the Australian Ballet School, Sheridan says he could have set the story within any of these schools. He chose the Ballet School because he believes dancers are the most underrated athletes and artists in Australia.
“Writing The Dance has been an extremely cathartic experience for me and it was ultimately Covid lockdown that allowed me the time to pen a story that I’d had in me for many years,” says the actor/musician whose credits include House Husbands,...

Mithila Gupta, Brooke Goldfinch, Darlene Johnson, Julie Kalceff and Monica Zanetti have been selected by Screen Nsw and Australians in Film (AiF) to participate in a two-stage professional development lab designed to foster career pathways and networks in the US industry.
Known as the Charlie’s Talent Escalator Lab, the initiative is supported by the Hollywood Foreign Press Association. Each of the five filmmakers have already completed the first stage: a customised five-day virtual lab, which saw them paired with an industry mentor in LA, and given access to executives at US networks, streamers and studios, as well as writers, directors and producers.
For stage two, to be held in 2021 when health guidelines permit, participants will then travel to LA to meet their mentors, spend time in the field, attend meetings and network at Charlie’s in Raleigh Studios.

Every once in a while there’s an actor who comes out of absolutely nowhere and takes the entire industry by storm. Roy Joseph is one of the latest actors to do just that. A few months ago, he was completely unknown to most people, and now he is officially on lots of people’s radars thanks to his role in the Australian TV series, Five Bedrooms. While many American viewers may not have caught up on just how awesome he is, his talent has proven that his time is coming. There’s no doubt that once it’s all said and done, Roy

The final season of Sbs’s The Family Law, the first series of ABC’s The Heights and the Sbs miniseries The Hunting have won the 10th annual Equity Ensemble Awards.
The actors who starred in these programs were voted the most outstanding Australian small screen ensembles in their respective categories by the Meaa Equity National Performers’ Committee (Npc).
Equity president Chloe Dallimore, who was among the 33 Npc members who selected this year’s finalists and winners, said: “I can’t think of a better way to spend lockdown than re-watching the incredible small screen performances of the last 12 months. What phenomenal talent we have in this country, both in front and behind the camera.
“It emphasised what’s at stake if we don’t continue to vigorously defend our local content quotas, and why we must continue to remind our government how the arts contribute to our Australian cultural identity.

Five strangers move in together…what could go wrong? That's the plot of the new Peacock original series Five Bedrooms. The show, which launches on NBCU's streaming service today (Aug. 13), follows the story of five Australian singles who get tipsy at a wedding together and decide to pool their money to buy a house they otherwise couldn't afford individually. While the premise sounds like a catalyst for lots of laughs, the show's stars Kat Stewart, Doris Younane, Katie Robertson, Roy Joseph and Hugh Sheridan promise lots of heartwarming moments too. "It not a straight comedy and it's not a straight drama. To me, it's rooted in...

Funded by Screen Queensland’s Enterprise program, Moving Floor Entertainment has no fewer than 35 projects in development spanning diverse genres and platforms.
The partners intend to serve as showrunners on the projects they create and are looking to work with new and emerging writers, utilising Queensland talent and crew as much as possible.
“Unlike many production companies, Moving Floor is a creative company with a central focus on showrunning,” said Irwin. “As experienced showrunners, writers and producers, we can present to networks, streamers and cable services content where we can quality-control story and production in-house, from the first pitch to the last sound mix.”

‘Five Bedrooms’ cast celebrate the wrap.
ViacomCBS is calling for the scrapping of the drama quota, pointing to the steep decline in commercial free-to-air viewing of Australian dramas in the past 10 years, which is worse than the overall drop in Fta levels.
The owner of Network 10, 10 All Access and pay channels including MTV and Nickelodeon, the company says overall primetime commercial viewing from 2010 to 2019 fell by 28 per cent while drama audiences plummeted by 53 per cent in that period.
Local dramas drew an average primetime audience of 530,000 last year, down from 1.139 million in 2010, James Boyce, Network 10’s head of government and regulatory affairs, tells If.
Taking a longer-term view, in its submission to the government’s ‘Supporting Australian Stories on Our Screens’ options paper review, ViacomCBS said audiences for adult drama on commercial Fta TV have fallen by 61 per cent over the past 20 years as platform competition and content options have mushroomed.

Michael Dorman and Jessica de Gouw in ‘The Secrets She Keeps.’
When Lingo Pictures’ The Secrets She Keeps premieres on BBC1 at 9pm on July 6, it will mark a milestone as the first Australian-produced TV drama to screen in primetime on the BBC’s flagship channel – at least in recent memory.
The BBC acquired the UK rights to the psychological thriller commissioned by Network 10, starring Laura Carmichael, Jessica de Gouw, Michael Dorman and Ryan Corr, in February but did not disclose the channel or timeslot.
According to Screen Australia’s records, the only other Australian drama to air on primetime on BBC1 was The Cry, a UK co-production.

Hoodlum Entertainment will resume filming the second season of Network 10’s Five Bedrooms in Melbourne on Friday, three months after production was forced to shut down.
The producers are adhering to the Covid-Safe Guidelines developed by the Australian Screen Sector Task Force, supplemented with individual safety plans for department heads.
“Scripts are tweaked, hand santizer is stocked and our amazing cast is ready to walk back into scenes they began three months ago,” Michael Lucas, who co-created the show with Christine Bartlett, Tweeted on Sunday. “Trust me it’ll be seamless…”
Filming of episodes 5 and 6 was more than half way through when production paused, with episodes 7 and 8 to follow.

Ioan Gruffudd in ‘Harrow’.
Released today, the Covid-Safe Guidelines developed by the Australian Screen Sector Task Force set the stage for an imminent return to screen production – but only after travel restrictions are eased and the insurance risk issue is solved.
The 41-page document is designed to help producers eliminate and minimise the risks associated with exposure of personnel to Covid-19 as production resumes.
The task force comprised reps of Screen Australia, Screen Producers Australia, the Meaa, Aftrs, state agencies, guilds, the ABC, Sbs, Ausfilm and a number of production companies.
Screen Australia CEO Graeme Mason said, “These guidelines are an essential tool to help the Australian industry get back to the business of creating world-leading screen stories. Whilst each production will need to have their own individual plan, we hope that the Covid-Safe Guidelines will help inform practitioners on what they need to be considering before they get back up and running.

Support Act.
Hoodlum Entertainment’s Nathan Mayfield was devastated when the pandemic forced a halt to filming the third season of the ABC’s Harrow and the second of Network 10’s Five Bedrooms.
Mayfield worried about the mental health and well-being of more than 400 crew and cast who were directly affected by the shutdowns, and their families.
So he was delighted when the Federal Government announced last week a $10 million funding package for music industry charity Support Act.
A good portion of the funds will be used to open up the Support Act Wellbeing Helpline to all members of the arts and screen industries.
Launched in June 2018, the helpline is a free, confidential phone counselling service dedicated to help those who are concerned about any aspect of their mental health and well-being.
“Knowing there is wider access to tools and communication that ensures we are doing everything we can...

The Australian TV drama production sector has virtually ground to a halt with multiple shows suspending shooting last Friday.
Jungle Entertainment and BBC Studios shut down the ABC-commissioned Wakefield, the eight-episode drama set in a Blue Mountains psychiatric hospital.
“The limitations we’ve put on our incredible cast and crew over the last two weeks have made shooting more and more difficult and it is now logistically impossible and unsafe to continue,” Jungle CEO Jason Burrows tells If.
“We’re lucky to have partners in the ABC, Screen Australia, Screen Nsw and BBC Studios who have been very supportive. I just hope the government will provide some financial relief to those in need in our team, and the wider industry, while they are out of work.”
