They had already successfully evacuated the building, at that point proper protocol would be for them to evacuate as well and wait for the bomb squad. The bomb only consisted of one brick of C4, which was about enough to destroy just that single room, ergo there were no lives in jeopardy, nor the structure of the building, and it was a major violation of procedure (and common sense) for them to attempt to disarm a bomb they knew nothing about.
