Given the return (with a literal vengeance) of Barry, 'Waxing Gibbous' takes a seriously dark turn, and that's not a bad thing; clearly, this is building towards something big. But up until that point, it's all hijinks, and Eugene Mirman owns this episode outright. Seriously, his material's funnier than ever. As much as I love the bit parts being given to past characters (yay, Trinette!) it's the delightfully weird Cecil that dominates.
