Let me open with stating I am a huge fan of the series. However, I have mixed feelings towards this episode due to the manner in which it was told. The episode opens with Bishop drafting an open letter to a dead president. This immediately felt contrived as an obvious plot device. Ignoring how the investigation was introduced, the overall investigation was interesting. Human trafficking and microchip tags made the story seemingly relevant. The antagonist wasn't too hard to figure out, but then again, I am okay with knowing who it is, as long as Gibbs and his team triumph in the end.

Bishop's open letter was a distraction and in this viewer's opinion, lent nothing to the overall story. It didn't even help to really make Bishop's emotional and mental state any more understandable or believable. It seemed to underscore the impression her character lacks the depth and development of the other team members, even after more than a season of interaction. If you overlook Bishop's inner monologue, there were moments of the humor and team chemistry that have been missing of late. The ending was funny and reminds viewers why they like the characters as individuals and as part of the team.
