Reddington's reasoning about the serial killer being a delicate woman because she prefers a ranged weapon is flawed. Using a crossbow requires considerable upper-body strength. Women can do it but it needs training.

Liz is abducted by Tracy. There is heavy snow outside, which Liz used to track which way Tracy went after fleeing the house. Ressler does not use the snow to track where Liz went. Had he done so, he could have easily overtaken them and rescued Liz.
The premise here of a localized serial killer is not one that would have been on Reddington's blacklist, as evidenced by his disparaging comments about serial killers. Reddington said the blacklist contained criminals the police were not aware of, yet they were certainly aware of the deer hunter. Since it has a number assigned, 93, it was on the list before many that were legitimate blacklist cases.
It makes no sense for Detective Wilcox to call Liz before his star witness has even testified, and put his cards on the table in good time for his suspect to do something about it.
