There is no law in Judaism about the High Priest's childhood. As the choosing of the High Priest is not a hereditary inheritance (other than the requirement to be descended from Aaron, brother of Moses), there is no way to know if a certain child will grow up to be the High Priest, and no restriction that his feet cannot touch the ground before he turns 13.
