In the original Kingdom Hearts Re:Coded due to the limitations of the Nintendo DS software very few cutscenes could be created. As a result not every voice actor for the English and Japanese release could record new lines and a few characters were either silent or others such as Cloud and Hercules used archive footage for their battle sounds that were reused from previous releases.
For the HD version, due to the game being remade as a movie, almost all of the characters that were silent in the original game were given new dialogue for the game.
The characters that weren't given any new dialogue were either the characters who don't appear at all or in the worded dialogue scenes only are : Tidus, Selphie, Wakka, Cid, Huey, Dewey, Louie (who appears in a cutscene but with no lines), Phil, Aladdin, and Jasmine.

Yes, most of it comes from Kingdom Hearts Re:Coded as since it has been remade as an HD Cinematic movie like 358/2 Days, new cutscenes had to made with new voice acting from both the Japanese and English cast.
Also for the English cast only, the new cutscenes exclusive to Kingdom Hearts II Final Mix and Kingdom Hearts Birth by Sleep Final Mix are now dubbed in English which the Japanese cast previously did during the initial release of both Final Mix versions. This consists of the new cutscenes seen throughout KHII Final Mix, and the three cutscenes that are part of the Final Mix-exclusive Secret Episode for BbS Final Mix (though only Aqua has new dialogue).
A few minor notes for KHII Final Mix is that during the conversation between Vexen and Zexion some audio which consists of spliced audio from a cutscene from the original game of a conversation between Xehanort and Ansem the Wise was used here. Also the scene of Roxa's capture used dialogue from Kingdom Hearts 358/2 Days as the latter game adapted a few cutscenes from KHII Final Mix. As such the dialogue from the original DS release from 2009 was used here including archived audio of Christopher Lee, even though at the time he was in poor health and could not record any new dialogue. In addition, archived audio of the battle sounds for Organization XIII members that were killed off in Chain of Memories are also added for their characters who are hidden bosses in the Final Mix version only, mostly notably for Lexaeus, Marluxia, and Larxene, whom unlike Vexen and Zexion, do not appear in any of the new Final Mix cutscenes.
