This episode (with the title Shooting Star on the version I watched) was listed as Episode 1 of Season One on the PBS Passport Walter Presents site.
So my feeling that I came in to a movie that had been on for a while turns out to be accurate, since there were multiple seasons aired before this episode where the various characters' backgrounds and interpersonal relationships were probably fleshed out. (On PBS the series is called The Paris Murders.)
That said, I thought this episode's plot was interesting, although not fully satisfying. The big problem I had was the lead actress who I found off-putting and a bit of a know-it-all. Her previous relationship with another character was puzzling, which can be put down to the facts I outlined above.
Looks like it's at least ten seasons, but I won't bother since it can't be trusted to let you get familiar with what's been happening in the past.
