This episode really takes a lot of undeserved hate, mostly based off of where they know the storylines end up. I think if the series did not completely tank Andy's character later on, as well as his relationship with Erin, this episode would be remembered more fondly. Unfortunately, they did just that, so seeing the point that Erin and Andy finally get together just brings up bad memories of the disastrous future.
As far as Nellie goes...she's not great. But, again, I think people judge this episode as the turning point where Nellie becomes a main character. If we look at her just in this one episode, then, yeah, she's incredibly frustrating, but it doesn't turn the episode into a 1/10. She actually made me laugh in the final scene: "It's all just random!"
So, yes, this is the episode that heralds a dark future, but pretending we don't know that future, it's a solid 7/10.
