According to legal experts, when a judge dismisses a case "with prejudice", that means this specific case is dismissed permanently once and for all...it can't be brought back to court. So even if, later on, they discover physical evidence that links that person to the crime without question, it can never be taken back to court. The only exception to that is if the decision is appealed to a higher court. Just the opposite is if a case is dismissed "without prejudice". If the case is dismissed "without prejudice" it is not dismissed forever and can be can tried again.
