This is less a movie than a brief documentary short, lasting little more than five minutes. The staging of the production and the quick, off-hand nature of the thing means that, I would imagine, it was made as an extra for a DVD release of one of the films featured. The subject matter is the infamous Japanese 'pinku' film, in other words the sexual exploitation movies which have been popular in that country since forever.
One of these sub-genres is about young and beautiful women being molested on trains by older men. It sound unappetising and it really is; something that would be considered extremely sleazy in the West, but in Japan it's considered the norm. Yutaka Ikejima acted in and has been involved in the series since its inception and he talks about it a little. There are also a handful of clips, mainly of the older films. This was Part 2 of the documentary, and there's also a separate Part 1 which is more of the same, so I'm not really sure why they bothered splitting it into two parts.
