My overall rating of "The Ricky Gervais Show"'s Season 2: 5/10
I guess that when you have a weekly (animated) podcast, there will be times when you're just less inspired and end up just rehashing some nonsense rather than making genuinely comedic content. I further guess that if your comedy mostly comes from a strange guy saying random things, there will be times when these things just aren't funny but annoying or boring. That episode is one of these times and is terrible, but it's an aberration.
