This is one of the most frightening episodes of the whole series, thanks mainly to the great acting of Deborah Van Valkenburgh. She plays a sort of collector of children's ghosts on behalf of the Shadows, much like Gabriel from past shows. Her portrayal is completely convincing and is appropriately terrifying.
As for the other critique here regarding Ned and Delia, it is reflective of the producers' and writers' chronic inability to maintain any semblance of continuity. This is seen principally in the disappearance of characters, alive and dead, throughout the series. From Delia's and Ned's love interests, to Mel's mom, to the hospital morgue ghost, Sally Stitch, Gabriel, Romano the Demon...they all vanish without a trace.
As for this episode, the writers clearly forgot that there is a 5-year jump in time, which only seems to affect Aiden. Ned continues to be a 19 year-old college freshman, under his mother's thumb, as he was in S4, instead of 24 year-old adult working and living on his own.
