At the end, DiNozzo claims to have the 'security clearance' to look into Delores' personnel file. It is not possible for an agent to look into another federal employee's personnel file unless it's part of an investigation, and even those would be carried out by special units within NCIS or Navy's OIG. He would also have a valid 'need to know' in order to use his clearance to access anything.
Additionally, the level of detail about the doll is not something that would be detailed in a personnel file.
