- Brian Hastings: [Over the phone] I'm afraid I have bad news: despite our best efforts, the terrorists have got the nuclear rods into Manhattan
- Ethan Kanin: [Over the speakerphone, sitting next to Taylor and Weiss] how good is your intelligence? Are you sure?
- Brian Hastings: We are: in fact we had a visual on the suspects until a few minutes ago
- Ethan Kanin: What happened?
- Brian Hastings: We lost them: we're launching a multi agency search in the area we think they're in
- President Allison Taylor: That you "think they're in?" Will you be able to find them or not?
- Brian Hastings: We're doing everything in our power but right now I don't have an answer for you. I'm sorry to have to tell you this but I can no longer guarantee the safety of Manhattan
- Rob Weiss: [Raises his voice to Hastings] how the hell could this happen? CTU had one priority: that this didn't happen. It's unacceptable
- President Allison Taylor: Mr. Hastings, I want you to consider the entire resources of the government at your disposal. Whatever help you need, you'll get it, you must find those rods
- Brian Hastings: I understand madam President
- President Allison Taylor: We also need to prepare for "the worst". I want all branches and local law enforcement ready to respond to an "imminent" radiological attack
- Brian Hastings: [Before hanging up] yes ma'am
- President Allison Taylor: [Over the phone] I'm calling to ask you a favor?
- Jack Bauer: Anything ma'am
- President Allison Taylor: President Hassan and his family are being evacuated from the UN and being brought here, I would like for you to supervise that operation
- Jack Bauer: With all due respect I think I'd be much more helpful staying in place here with CTU. Besides Secret Service is more than capable
- President Allison Taylor: Well, that may be true but I'd feel a lot better knowing you were on the job. In light of the threat to New York, President Hassan's role in securing a lasting peace is more crucial than ever. I need him safe
- Jack Bauer: I understand, I'll leave for the UN immediately
- President Allison Taylor: Thank you, I'll see you when you get here
- Jack Bauer: [Before hanging up] yes ma'am
- Samir Mehran: [Over the phone] this going to be a short conversation
- President Allison Taylor: Who are you and what do you want?
- Samir Mehran: You know I've got the fuel rods and you know I got them into Manhattan: what I want now is to "convince" you that I have no desire to harm innocent Americans
- President Allison Taylor: And yet you're threatening them with a bomb
- Samir Mehran: Actually, a radiological dispersal device capable of contaminating forty square blocks under a dense radiation cloud
- President Allison Taylor: Any attack on the United States will prompt retaliation against your country
- Samir Mehran: I would expect nothing less but you should listen to me, what I'm asking for is simple: turn over President Hassan
- President Allison Taylor: What?
- Samir Mehran: He's a traitor to his people and must stand trial for his crimes
- President Allison Taylor: That will never happen

- President Allison Taylor: [to the members in her Cabinet] in the first place, the people who are "offering" us this "deal" cannot be trusted. How do we know they won't detonate the bomb anyway? President is a guest of this country: he is my partner in peace and I will not sell him out to the very terrorists that we are determined to defeat and finally, caving to any terrorist's demand, weakens this nation, imaginably. Now we have sixty minutes to find these bastards and I believe we will but if we don't, and the worst happens... we will deal with it. We will pick ourselves up off the floor and deal with it, why? Because that's what we do, Americans don't stay down: we rise up together in times of crisis, we carry on. Is that clear?
- President Allison Taylor: What is it?
- Rob Weiss: [Nervously] well, I'm just going to say it: we should consider the "alternative"
- President Allison Taylor: What "alternative?"
- Rob Weiss: We have an "out" here and I think we should take it?
- President Allison Taylor: You mean give into the demand and turn over President Hassan?
- Rob Weiss: No one man is worth the lives of tens of thousands and... You know what? I bet he would agree
- Ethan Kanin: Madam President, are we really having this conversation?
- Rob Weiss: Doesn't it deserve a "conversation?"
- Ethan Kanin: Not less if your intent on destroying our "moral authority." This country's unique place among nations maybe forever
- Rob Weiss: [Gradually raising his voice] as opposed to what? The irradiation of all those people? Real businesses? Real homes? Uninhabitable for a hundred years or more?
- Ethan Kanin: [after entering his office, surprised to Weiss and Brucker using his computer] what's going on?
- Rob Weiss: I'm sorry... I thought you were with the President?
- Ethan Kanin: I was: what are you doing in here?
- General David Brucker: [Responding for Weiss] I asked Mr. Weiss to pull up the latest White House readiness protocols, he couldn't log on from his computer so we were trying from yours
- Rob Weiss: [Nervously] I was also reviewing President Hassan's itinerary to see if we could facilitate a military escort
- Ethan Kanin: [Attempting to leave the room, to Brucker] open the door
- General David Brucker: [while standing in front of the door] I'm afraid I can't do that Mr. Kanin
- Ethan Kanin: [to Brucker] get out of my way
- Ethan Kanin: Rob...
- Rob Weiss: Ethan listen...
- Ethan Kanin: [Interrupts him] no you listen to me. I think I have a pretty good idea of what's going on here
- General David Brucker: Sit down Mr. Kanin, there are some "things" you need to know
- Ethan Kanin: There sure as hell are but I'll stay where I am, if you don't mind
- Rob Weiss: Ethan, do what he says: sit down, please
- Jack Bauer: [Meeting privately] President Taylor wanted me to supervise the evacuation of you and your family to Maguire Air force Base
- President Omar Hassan: So I'm told and I'm glad for it
- Jack Bauer: How long will it take for you and your family to be ready?
- President Omar Hassan: We're ready now: my wife and daughter are in the residence waiting for your instructions
- Jack Bauer: Give us ten minutes and we'll evacuate you and your family through a service tunnel under the building and straight onto New Jersey
- General David Brucker: [Talking privately] I thought Secretary's point was a good one: if we simply turn Hassan over, we risk damaging the good name of the United States
- Rob Weiss: What are you suggesting?
- General David Brucker: A "third way: "covert action" in which we delivery Hassan to the terrorists but make it look like they took him hostage. Two birds: spare New York and we preserve our reputation to the eyes of the world
- Rob Weiss: I admit, I'm "intrigued"
- General David Brucker: But?
- Rob Weiss: It'll never "fly". You heard the President, she won't go for it, not in a million years
- General David Brucker: Of course she won't. I'm asking for your cooperation, for the good of the country
- Rob Weiss: Even if I agree to help, it's too late, Hassan's already on his way here
- General David Brucker: No, it's not. A "wet" ops team was mobilized in the event of a strike against the IRK. If you get me Hassan's exact route, I can redirect them to intercept them and his security detail
- Rob Weiss: I don't have access to that information. It's being handled through the Secretary of State's office
- General David Brucker: Well, we'll just have to get it from Mr. Kanin
- Rob Weiss: [Sternly] it's sedition
- Brian Hastings: [Briefing CTU staff] I need everyone's attention: the White House just received creditable intelligence. The terrorists we've been tracking, plan to detonate a radiological device in New York City in less than fifty minutes. All of us in this building have friends and family who live in this city, we know we are bound by law not to warn them but we also know it is still in our power to protect them. We are their last line of defense: it is our job that we will do with every second of every minute we have left.
