- Chloe O'Brian: [Attempting to insert a miniature tracking device behind his teeth] Open your mouth please sir
- Ule Matobo: What is that?
- Chloe O'Brian: a tracking device, so we can know where you are.
- Ule Matobo: Are you with the FBI?
- Chloe O'Brian: No, I'm a stay at home mom.
- David Emerson: What's been bothering you Jack?
- Jack Bauer: Nothing, I was wondering why you never told Tony how you got him out of CTU?
- Tony Almeida: How did you do it?
- David Emerson: Christopher Henderson
- Jack Bauer: Christopher Henderson tried to kill him
- David Emerson: Henderson had no intention on killing Tony: he "purposely" missed the artery when he injected it. It was just "enough" to slow his heart to the point where you'd "think" that he was dead, my "job" was to extract him, revive him, and use him against you
- Jack Bauer: Yeah
- David Emerson: By the time I stabilized him, you had already killed Henderson, the mission had failed, so my team went "dark"
- Jack Bauer: Why didn't you just let Tony go?
- David Emerson: Tony "chose" to stay with us: he was consumed with hatred and anger from what the government did to Michelle. Anyway, I talked to him, more importantly, I "listened" to him, and pretty soon he came to realize I was "right"
- Jack Bauer: [to Tony] about what?
- Tony Almeida: That the "rules" had changed and there was nothing left such as honor, that we would have to "take care" of each other like brothers
- Renee Walker: You say Bauer and Almeida are working undercover but CTU's been shutdown, if you're telling me the truth, who's running this operation?
- Bill Buchanan: [Referring to himself and Chloe] we are: we're not working with any agency. We believe there's been widespread infiltration of the government by Dubaku and the Juma regime
- Renee Walker: Ok, I need to contact my boss, he needs to know I'm ok
- Bill Buchanan: You can't do that
- Renee Walker: Why not?
- Bill Buchanan: Dubaku has informants in the FBI. If they found out your alive, they'll know Jack is working against them: you don't know who you can trust
- Renee Walker: [Sternly] you can trust Agent Moss
- Bill Buchanan: You're not listening to me: you cannot contact the FBI. You will jeopardize this operation and I won't let you do that
- Renee Walker: Well, I don't work for you, I work for Larry now give me a phone
- Bill Buchanan: We're nearing the "end game", Dubaku is the "key" to finding who in the government has been corrupted. Look, we may have "something he wants
- Renee Walker: Matobo?
- Bill Buchanan: He's our best chance to locate Dubaku and "acquire" the CIP module, to get to the bottom of the government corruption. Until all that "happens", you have to "stay dead"
- Ule Matobo: [Angrily] what the hell is going on?
- Jack Bauer: I'm not going to hurt you or your wife. I know how scared you are and I know what you've been through, we are here to help you
- Ule Matobo: What in God's name are you talking about? You kidnapped us
- Jack Bauer: We had to. To gain Dubaku's trust, that's the man we're after: we're trying to stop him
- Ule Matobo: I want to call my people
- Jack Bauer: I can't let you do that, not until you hear me out. Sir, we have a plan to stop Dubaku, we can't do it without your help, we don't have much time. Please come with me?
- President Allison Taylor: [after hanging up the phone] that was Bob Cornell at NSA, they "detected" another firewall breach
- Ethan Kanin: There's been another attack?
- President Allison Taylor: Not yet but they "believe" the CIP device is being "utilized", we have to "assume" Dubaku is "initiating " another attack. It's safe to say this won't be another "warning shot." This time, Dubaku is going to make sure people die. I want to speak personally with all first responders' across the country: they need to know to brace for the worst, and that they have our full support
- Ethan Kanin: Instead of "preparing" for it, maybe we should be trying to preempt this attack? The deadline Dubaku gave us for withdrawing our troops from Sangala has passed but if we made some kind of "gesture", began an immediate pull back, it might keep Dubaku from pulling the trigger?
- President Allison Taylor: We've discussed this, it's not an option, I won't be dictated to by this madman
- Ethan Kanin: [Sternly] we can't invade Sangala without Matobo and there's very little "chance" of him being recovered. Why are we "risking" American lives?
- President Allison Taylor: I've told you my reasons
- Ethan Kanin: If I were you, withdraw our forces before it's too late: you asked me to be your advisor because you trust my opinion, well I'm giving it to you now. We are out of "options"
- President Allison Taylor: We're not, the NSA is attempting to "localize" what part of the infrastructure is being targeted and the FBI is still trying to track down the CIP device
- Ethan Kanin: I'll keep an open channel to both agencies, I'll keep you apprised
- Ule Matobo: You are asking us to risk our lives? To be delivered into Dubaku's hands? Based on nothing except what you've told us?
- Jack Bauer: Everything I've told you is the truth: Dubaku is in this country and we need to find him: you have just much at stake as we do. His attacked both our countries
- Alama Matobo: [Referring to Jack] listen to him, you told me yourself President Taylor will not commit forces to Sangala until these attacks are stopped
- Ule Matobo: But how can we trust this man?
- Alama Matobo: Because he has no reason to lie
- Ule Matobo: [to Jack] I will do what you ask, I will "go along"
- Jack Bauer: Dubaku wants you and your wife: that's the deal
- Ule Matobo: No, I will not put my wife in the hands of that monster
- Jack Bauer: I'll be honest with you sir, he wants your wife as "leverage." If I don't "deliver" both of you, he will back out
- Ule Matobo: "Leverage?" You mean he wants to torture us to make me tell him what I know about all of this in Sangala?
- Jack Bauer: Yes, sir and we won't let that happen: we'll be following you
- Ule Matobo: Still, you can't promise me that we won't be harmed, can you?
- Ule Matobo: [Raises his voice] can you?
- Ule Matobo: [after Jack looks down] I won't do it
- Alama Matobo: [to Jack] may I speak with my husband?
- Jack Bauer: Of course ma'am
- Alama Matobo: I want to do this
- Ule Matobo: [Shocked] what?
- Alama Matobo: I am "ashamed" that they opened the door to the safe room. I want to do what is right for our country
- Ule Matobo: Absolutely not
- Alama Matobo: You can't stop me, Sangala is my country too. I have been by your side for twenty two years. I am not going to leave it now
- Ule Matobo: [to Jack] we will both do this together
- Jack Bauer: Thank you, you are both very brave: we'll need to go soon, excuse me for one moment
- President Allison Taylor: [Concluding a Cabinet meeting] ladies and gentlemen, I know there are many of you here agree with Secretary Stevens. If I can "alleviate" your doubts, I can at least help you understanding my "resonates." When I took the Oath of Office, I swore to myself and to the American people that this country would continue to be a "force for good" in this world. We are a nation founded on ideals, and those ideals are being challenged today. How we respond will not only define this Administration but an entire generation and not just Americans but Sangalians but anyone else who looks to us for guidance and strength. I won't fail them and neither will you. We're in for some tough times ahead, let's make sure we're ready. Thank you everyone
- Tim Woods: [Talking privately, referring to Taylor's decision to not negotiate with terrorists] the President is completely alone on this and she's going to get a lot of Americans killed: we've got to find a way to talk some sense into her
- Ethan Kanin: We're both on the same side here and I'm going to need your help if we're going to change her mind
- Tim Woods: How do you propose we do that?
- Ethan Kanin: [Referring to the First Gentlemen] there is someone she'll listen to. Maybe we can convince him to listen to us?
- Tim Woods: [while beginning a Cabinet meeting, reading from a briefing report] flight 131 out of Chicago, 240 passengers, 10 crew members: they collided with a small commuter jet carrying 21 people. There's also a high probability of casualties on the ground, the aircraft went down in a residential neighborhood near Edge Borough. We also just got an alert, Congressman Bragman and his wife may have been on board, we're still waiting for confirmation
- Joe Stevens: How many planes are still in the air?
- Tim Woods: Over 13,00
- Joe Stevens: Madam President, this is a catastrophic loss of American lives, it's only going to get worse, and we have to withdraw our forces before the next deadline
- Tim Woods: I'm forced to agree Madam President
- President Allison Taylor: [after they all sit down] go ahead Tim, I want to hear what you think
- Tim Woods: We're simply not prepared to "contend" with the scope of damage these people can inflict: the tragedy we just witnessed is nothing compared to what could happen if they begin targeting more "sensitive" installations. Power grids, nuclear facilities, and we're talking deaths in the hundreds of thousands
- Joe Stevens: All in support of a policy that cannot possibly succeed without Matobo, he's the only man who can stabilize Sangala, without him, the entire operation is pointless
- President Allison Taylor: There's still a "chance" Prime Minister Matobo will be recovered and while that "chance" exists, I'm not giving in
- President Allison Taylor: [Looking at him] Admiral Smith, your strike force will remain position at full battle readiness
- Admiral John Smith: Yes madam President
- Joe Stevens: [Stands up] madam President, you are "guaranteeing" another attack on our country
- President Allison Taylor: We will not be blackmailed Joe and we will not be held hostage. This country does not negotiate with terrorists
- Joe Stevens: Tell that to the families of the dead. Do you have any idea what the public reaction will be when the word gets out that these are acts of terrorism? Brought out by your reckless foreign policy, I can "guarantee" there will be call for your impeachment
- Ethan Kanin: That's enough
- Joe Stevens: [Raises his voice] I will not stand by and let this happen
- President Allison Taylor: Then turn in your resignation Joe, I'm not changing my mind: now sit down or leave
- Ethan Kanin: [Hands her a folder at her desk inside the Oval Office] the latest report from the NSA, I can summarize it for you?
- President Allison Taylor: Go ahead
- Ethan Kanin: They had no luck in "localizing" the firewall breach: Dubaku's attack could hit anywhere
- President Allison Taylor: What about the FBI?
- Ethan Kanin: They've dedicated every available to the manhunt for Matobo, their no closer in finding him. We're at a "dead end", you need to order the pull back, and you need to order it now
- Tim Woods: [Walking towards her desk] I've just been forwarded a "scrambled" call: it's Colonel Dubaku, his demanding to speak with you
- President Allison Taylor: [after thinking it over then Tim places the phone on her desk and turns on the speaker] I'll take it
- President Allison Taylor: This is President Taylor
- Colonel Iké Dubaku: Madam President, I am disappointed that you haven't taken my demands seriously. Your forces are still in position in my country
- President Allison Taylor: Colonel Dubaku, I assure you we've had very serious discussions regarding your demands
- Colonel Iké Dubaku: The time for discussions is over: the deadline for your forces to withdraw has passed. Go to the window and look towards the southwest
