This is from a disc of art films by the Polish filmmaker, Zbig Rybczynski that is available from Netflix. However, as the films are very experimental, it's not the sort of thing the average viewer would watch in the first place.
Of the films on the disc, "Mein Fenster" (made in Austria--hence the German title), this is among the most enjoyable for most folks. It's a very clever little film consisting of a man talking on TV and on a table next to him is a bottle of liquid and a budgie in a cage. As the TV plays, the picture begins to slowly rotate--and so do the cage and bottle. It's not in perfect sync and the prior film on the disk (one without a title and NOT listed on IMDb) did the same thing but much better. Still, it's not at all boring and is well worth seeing.
