I know that Skylar Astin (Max) is a singer; he was on Crazy Ex-Girlfriend (another musical show). Alex Newell (Mo) was on Glee and the Glee project. Peter Gallagher (Mitch/Zoey's dad) was a bit pitchy, so is likely not dubbed. My guess is that all the voices belong to the actors, and any "lip syncing" is to their own voices.
All the actors are able to sing to varying degrees (Peter Gallagher has appeared on Broadway in various musicals) so it's unlikely the producers would have them lip synch to other voices then their own. Besides you don't hire Renee Elise Goldsberry and not have her sing with her own voice!

If the song is too complicated to sing through (due to camera shots, dancing) then actors can pre record the song in the booth on the set, then perform to their own voice. Some choose to sing while filming even if the song is prerecorded.

He has progressive supranuclear palsy (PSP). It is mentioned in the show, just don't remember which episode. Wikipedia has info about the disease... Hope this helps...
