Luther's tattoo roughly translates to "Hey You Guys", a possible nod to The Goonies (1985); a popular 80s film. There are many 80s references in the show since the boys grew up in the 80s, one of the main references being 80s rock.
In the scene at the vampire's lair, the song being played is "Strange Face of Love", an homage to (and directly from the soundtrack of) From Dusk Till Dawn (1996).
