Andy has set up a meeting with Les, Herb and Bailey to brainstorm ideas for public service spots. Of the three, only Bailey places any real effort into preparing for the meeting, with her idea of "Cincinnati Beat", a fifteen minute Johnny hosted interview show speaking to Joe Public on everyday topics the only one Andy chooses. Her pitch also includes she producing the spots, which Andy also okays much to Les and Herb's amazement. The next step is convincing Johnny, with Andy and Bailey needing to press just the right button with him. If they can convince him, Bailey then has to find the appropriate interview subject, and not the crackpots WKRP seems always to attract. Then there is the actual show which, done live, has its own set of problems. Can inexperienced Bailey pull it off and prove especially Herb and Les that they are wrong in doubting her overall abilities? And even if she can't, can she, the epitome of shyness, stand up for herself and defend her decisions?
