Considering that Admiral Nora Satie relied heavily on the advice given to her by her Betazoid assistant, it is surprising that Captain Picard did not require the assistance of Counselor Deanna Troi throughout the interrogations and trial. However, Picard specifically told the admiral that he is uncomfortable using a Betazoid for interrogation.
While the warp drive is inactive during the first part of the episode, there should be no warp plasma generated, which means the nacelles should not glow with their characteristic blue glow in the exterior shots.
In the first act's captain's log entry, Picard says that Admiral Satie was the one who uncovered the alien conspiracy from three years prior ("Conspiracy"). However, it was Picard and Riker who shot the infected officers and ultimately killed the mother creature that was hiding inside of LCDR Remmick. That sounds more like an uncovering than any investigation an elderly admiral would've undertaken.
Admiral Satie tells Captain Picard that Starfleet Command pulled her out of retirement to conduct this investigation and, as she is giving orders to members of the Enterprise crew, including Picard, that would mean Starfleet reactivated her commission as a Rear Admiral. Which means she should be wearing a uniform, not civilian clothing.
