In this episode, Mike is trying to find a way to save a retirement home. With the building on the market, it is bound to be bought and converted into retail forcing the elderly to find a new place to live. Mike needs to find a way to save the building.
Mike knows a rich, hard-nose developer, Dan Donaldson (George Wendt), and convinces him to buy the building. Thus, Mike believes that he has save the home and the people will not have to move. But it is short lived. Dan has a reason for buying.
Dan will keep the building as a retirement home but only if Mike agrees to let him know the lowest bid on city contracts. If Mike refuses the building is set for demolition.
