- Nine University of Virginia students are partying on the beach when gunfire breaks out. Shortly after that, an empty power boat riddled with bullet holes runs up on the sand near their campfire. The body of Naval Commander Farrell, an ROTC instructor and founder of the Urban Nights anti-drug program basketball program, washes ashore. Two miles north, the bodies of two drug dealers are found. All have been shot. DEA agents are working the scene with the two non-service victims. Gibbs show up and finds a money belt stuffed with cash. Cait, with her Secret Service background, notices that the $100 bills found on the dealers were counterfeit. Abby finds slug that killed the commander were from the same gun that killed the drug runners. The drug basses are brought in to the morgue. He states that the money was from a country know to support terrorism, so Gibbs has them arrested as suspected enemy combatants under the Patriot Act and orders them sent to GTMO. It's a bluff that causes one of them, Trujillo, to talk. He indicates there have been "poachers" in his waters. The two men who were killed took one of his boats out without permission. NCIS and DEA can now examine the boat. It has gobs of bullet holes. Cait meets with one of her former Secret Service friends who brings in the FBI. The DEA agent gets some information from a couple of Aussie girls who saw the boat dock. A number of boxes were off-loaded as well as a man with an injured leg. The serial numbers on the bogus bills match those of 9/11 hijackers. The men are terrorists, not drug dealers. Gibbs' boss talks the FBI into sharing print databases. They get a hit. Tony talking with the Aussie "yachties" gets a time and van description. Marina security cameras pick up the van leaving. Abby has traces of C-4 with her samples. The FBI agent says the terrorists are after the power grid. Gibbs and Cait figure out that taking out three key nodes in the East will knock out everything to the Rockies. They figure the Fairfax node, the closest, is the most likely target. As they approach it, Gibbs realizes that transmission towers would work just as well. They drive to one near the highway and catch the terrorist arming his explosives.—Garon Smith
