For the most part, Maddie's lines use proper grammar. After showing the painting to Charlie, she says, "I feel badly". 'I feel badly' means 'I do a bad job of feeling'. 'I feel bad' means 'I feel sadness or distress'. This particular abuse of English was just gaining traction in the 80s but has now become quite common.
Maddie says that she can do whatever she wants with the money, is that clear? Addison smartasses 'Alles klar Herr Kommissar.' In Deutsch that means roughly 'I understand Officer (as in police)'. The line is probably from 'Der Kommissar', one of those 1980s songs that topped the US charts despite being in a foreign language, got played constantly, was covered by several bands, and then everyone forgot it ever existed.
