This episode and the one that follows it, The Cell Within (1989), were filmed simultaneously due to the shortened shooting schedule allocated to season 5, the result of a writer's strike. The process worked because Crockett is the central character in this episode, featuring in most of the scenes, while Tubbs is the focus in the next.
The music for the foot chase and other Jack Crockett elements is of sampled voices played on a keyboard. While inspired by Burt Bacharach's live choir visual montage section of Butch Cassidy and the Sundance Kid (1969), there is no well-planned melody or arrangement, with the musician basically winging it.
Jack pretends that he is on a deep cover assignment by Dan Quayle. Quayle was the newly-elected Vice President of the U.S. serving under George Bush. At the time Quayle was the frequent butt of much late night talk show humor.
