Crockett is away testifying in court so when a drug dealer is murdered by somebody called Martillo Borrasca trying to raise funds to finance a right wing coup in a South American country Tubbs and Switek are in charge of the case. It becomes clear just how dangerous Borrasca is when an old friend of Lt. Castillo is murdered after he volunteers to do some undercover work. If the case wasn't dangerous enough it turns out that a CIA man, Edward Reese, wants Borrasca to get away and continue his counter revolutionary activities.
While Crockett is a great lead this episode didn't suffer from his absence; in fact it was good seeing Tubbs take the lead and Castillo take a larger role than usual, Philip Michael Thomas and Edward James Olmos do fine jobs in the roles. Of the guest stars Brion James was the most memorable as he did a great job as the morally dubious Reese. There is a decent amount of exciting action although the machete attack is obviously off screen!
