Murdoc episodes are not as dependably enjoyable as Penny Parker episodes, but they're usually good.
This one is good not because of Murdoc, who is the catalyst but has a minimal presence; but because it's a flashback about how Pete met MacGyver and Jack.
It's also a good episode as the introduction of Murdoc as the Professor Moriarty to MacGyver's Holmes. His episodes would only get better and better. After his introduction MacGyver without the constant threat of Murdoc would be unthinkable. It builds a MacGyver mythos.
It also lets MacGyver sidestep the USSR and Iron Curtain countries for a while and their lack of freedom (comparably) and his crazy environmental flings and show some enemies are simply whack jobs, no explanation necessary.
