It appears the Officer Lucy Bates gives Officer Joe Coffi the middle finger during morning roll call that appears to have gotten past the censors.
Street level and rooftop scenes of apartment tenants being evicted were shot on location at the westmost wing of a 1920s apartment building on Columbia Ave. in LA's once-prestigious Westlake neighborhood. A separate entrance to the same building on West 7th St. once led to the Holland Hotel, infamous as the location where Black Dahlia and Cleveland Torso Murders suspect Jack Anderson Wilson (a.k.a. Arnold Smith) met his grisly end.
Wilson died in an accidental fire when he fell asleep while smoking in his room at the Holland in early 1982, just days before a scheduled meeting with an LAPD informant that could have led to his arrest for the Black Dahlia murder. Given that this episode aired in November of '82, just a couple of months after the season began, it's likely that filming of the eviction scenes took place within just a few months of Wilson's death in the same building.

This episode marks the debut of reoccurring character Sidney Thurston, aka "Sid the Snitch", played by Peter Jurasik. Interestingly, this character made his debut on the program before both Sal Benedetto AND the future character based on him (and whom Sid would frequently associate with), Norman Buntz, played by Dennis Franz.
When Howard Hunter is in the exam room to have his stitches removed, he accepts the return of his "Marine dog tags" from Nurse Wolfowitz. In a later episode, a photo of Hunter at his home shows him in the uniform of an U.S. Army infantry officer.
