In the final act, the (immobilized) ambassador has the medal around his neck in one shot before Smart actually puts it there.
Early in the episode, while in the lab, Max spills a test tube full of liquid on the front of his suit. Most of the stain is visible around his right lapel. Then he and the Chief go into the firing range to talk, and when Max comes out the wet spot is suddenly much wider, covering almost half of the right side of his jacket. Then the size of the stain alternates from wide to narrow in shot to shot during the rest of the scene.
While Max and the Chief are in the lab, Max picks up the wrong receiver of the test-tube "phone" and spills the contents on his jacket partially staining the right lapel and small spot on body of jacket. After the lab tech presents him with a secret weapon [drug-laced ring] and the camera angles alternate, the stain covers his entire lapel and the one on his jacket grows to 3 times the area of his lapel, shrinks back, grows again, then shrinks one last time as the scene ends.
During the final scene, Max shakes the Chief's hand, leaving the Chief immobilized with his hand in the handshake position. A couple shots later, Max waves to the four immobilized men. The Chief is visible in the background with his hand at his side. The next shot shows the Chief again, this time with his hand in partly raised. Max rolls his eyes and goes to put the medal around the ambassador's neck. This time the Chief's hand is back down at his side.
CONTROL plants 99 in Naharana's dance troupe of Pinerovian nationals visiting Washington to dance for the treaty signing ceremony. However, her cover would quickly be blown, as it would be immediately obvious that she is not from Pinerovia, a Latin American country. It would be equally clear that she is new, and no professional dance troupe would debut a new dancer at such an important international event.
According to the ambassador's secretary, the American ambassador is en route to the Pinerovian embassy to sign the trade treaty. However, the United States Ambassador to Pinerovia would be stationed in the capital of Pinerovia, not in Washington. A pact signed in Washington would be signed by the President of the United States personally, not by an ambassador.
