- Captain Archer is asked to negotiate between the Andorians and Vulcans who are fighting over a small planet.
- Captain Archer is invited to negotiate a cease fire treaty between the Andorians and the Vulcans at the personal request of the Andorian commander Shran. Archer learns the two species are fighting over a small class D planet that the Vulcans call Paan Mokar and the Andorians Weytahn, in the middle of the frontier. Apparently a truce was negotiated a hundred years ago, but it has recently been broken when commander Shran's strike force landed. The negotiations go well and Archer manages to get one of the Vulcan hostages free in return for his promise that he will bring Vulcan ambassador Soval to do further negotiations. - The Andorians and the Vulcans are locked in battle over a planet situated on the frontier between their two systems. The Andorians call it "Weytahn," and the Vulcans "Paan Mokar", and it is claimed by both sides (as it lies on the frontier of both their systems and have fought over it twice in the last century). The Vulcans have reached out to the Andorians for a cease fire. T'Pol tells Archer that Paan Mokar was uninhabitable a 100 yrs ago. Andorians arrives and terra-formed the planet and established a settlement. It is very close to Vulcan space. Vulcans attacked and claimed the colony and the Andorians were "removed". An agreement was made (in 2097) to keep the planet deserted..
Andorian Commander Shran (Jeffrey Combs), however, has broken the treaty and reoccupied a settlement. With the Vulcans calling for a cease fire, Shran seeks Captain Archer's help with negotiations. Vulcan Ambassador Soval (Gary Graham) is reluctant to bring Archer in as mediator, but three Vulcans have been taken hostage, and Shran only trusts Archer (particularly since the events of "The Andorian Incident"). Archer is ordered by Admiral Forrest (Vaughn Armstrong) as this is the first time that Vulcans have asked for humans to help and he wants this leverage over them.
Archer and Sub-Commander T'Pol (Soval wanted Archer to take his Vulcan officer for the meeting with Shran, but Archer decides to take T'Pol instead) head down the planet for a meeting with Shran. His lieutenant, Tarah (Suzie Plakson), is especially wary of T'Pol, but Archer manages to convince Shran to release one of the hostages as a sign of good faith (Shran wants Vulcans to withdraw and recognize Andorian control over Weytahn). Soval then agrees to negotiations, but remains skeptical (as 3 more Andorians ships are approaching the planet and will arrive within 5 hrs). Meanwhile, Shran has a tense moment with Tarah, who objects to his attempts to negotiate with the Vulcans. She would rather fight to reclaim the planet for the Andorians. As the shuttle-pod nears the planet, it is fired on and forced to crash-land. Soval suggests the Andorians are trying to sabotage the peace talks, but Archer doesn't believe Shran would resort to such tactics (Archer had faith in Shran). Shran is furious that Archer's shuttle was downed, but Tarah claims that it was the Vulcans trying to frame the Andorians.
Meanwhile, on Enterprise, Commander Tucker must keep the Vulcan and Andorian vessels (the 3 approaching ships have dropped out of warp and the Vulcans have broken orbit to defend themselves) from firing on each another. To do so, he maneuvers between the two groups. Down on the surface, Archer, T'Pol, and Soval are attempting to make their way to Shran's location, when Soval is shot. Archer discovers that renegade Andorians are behind the attack, and captures Tarah. She initially denies involvement, but eventually confesses, and angrily informs Shran that there are others who feel the same way. With the situation under control, and with Archer's help, the two sides agree to a ceasefire and continued peace talks on Andoria.
