The episode begins with an explosion on B-5. Later, more explosions occur and there seems to be little sense to the attacks--the locations were not strategic but seemed only intent on maximizing the number of deaths! While it seems this COULD be the product of a Shadow conspiracy to create terror and chaos (this WOULD have been better), it was instead from an isolated loony that eventually tries to destroy the entire station with a well-placed bomb. In a taught conclusion, Sheridan meets with the nut one-on-one and tries to both stall for time and get him to give himself up--thus sparing the station. Well made and interesting, I was not as impressed as I could have been since the show really didn't fit in with the overall themes that ran through most episodes--making this more a good bit of "filler" than anything else!

This is a filler but does add to the characters a lot. I really loved this episode as it was both funny and had action too. Londo and G'Kar are amazing in this! Even though there is a bigger picture to them I always find a love hate relationship with them... They are a great double act.
I see a few reviews here that I think take away from many of the episodes and if people follow many of them I think they will judge the shows before even watching them, which is a shame as many that have low ratings are very good, but some are just OK... This one I would say is great for character development.
I would say this is my best filler to date :D

Overlooked!

This episode has a mediocre overarching plot that involves explosives and some pushy monks but don't let that dissuade you.
For filler this episode really has a lot going for it.
This episode has has a cool appearance from Cary-Hiroyuki Tagawa, who plays Shang Tsung in Mortal Kombat. (The 1995 movie and in other places).
There's also classic "stuck in the elevator" bit between Londo and G'Kar that sells this episode and shouldn't be missed. "Not many fishes."
And finally we get some important and emotional Leenier moments.
There's a really neat shot where Londo is talking to Leenier on the other side of a circular window and the camera zooms out while showing the entire medical station. Very crisp. It was neat to see all the different hardware.
