Warren informs everyone that he has the gift of ESP. He goes around using his idiotic belief to get in the way of regular citizens. He has a "vision" that a picnic involving Helen and Andy will end in a disaster. So he and Goober go about trying to prevent him from going on the picnic. It goes beyond decency as they spy on the couple.

Andy is schizo and there was lunacy after Barney

It was often thought of by TAGS viewers that if Barney Fife left the Mayberry Sheriff's Dept. ( and eventually he was scripted to do just that) that Andy Taylor would have a much easier life. But this ep contradicts that notion 100 percent as Deputy Warren Ferguson cooks up a well-intentioned scheme about as loony as Fife ever did.
Now to the schizo part of the title. Andy starts the ep being fun loving. He and Warren and Floyd mutually fool around. Later, after they both told him he could not go on the planned picnic, Andy grows intolerant and disgusted at simply the very sight of Goober and Warren. Andy goes into his office and gets a crank call from Floyd telling him of an impending robbery. Andy pretty much jokes the whole thing off. Then Andy gets all serious again once he goes outside to drive himself and Helen to the picnic. What happened to his fun attitude with Floyd on the phone?
Andy BTW is seen telling another Sheriff on the phone other county to like keep him informed of anything happening. Was Warren not on duty?

Deputy Warren for some reason has moved into the Barney Fife unfirable status very quickly. Andy even praises him during rare periods he's not wreaking havoc for the good job he's doing. Two great bloopers in the episode. Goober's red pick-up truck from "The Bazaar" is now powder blue. Goober's milkshake at the Diner miraculously turned into a cola pop at Andy's house. A very silly & funny episode.
I especially enjoyed the missing radiator cap, and Andy stepping on Goober's fingers. Helen's (Aneta Corsaut) beauty is highlighted in the color episodes. The epilogue steak dumped in Andy's lap is a gag that never fails to be funny on TAGS. A hilarious look on Goober's face as he scurries away from the table to a deemed safer Diner table. Shame there aren't more of these terrific Warren episodes.

Obnoxious Warren continues in his second episode as a poor excuse for Barney Fife. Jack Burns managed to be obnoxious, annoying, and totally unfunny in every second that he appeared on this show. He was easily the anti-Barney. I try to get past 30 seconds of Jack Burns and usually fail.
In the AGS, Burns got the Deputy job because he is the nephew of Floyd the barber. Goober is in this episode and that only makes it worse. Goober was the poor replacement Gomer, and here he teams up with Anti-Barney (Jack Burns). The two of them make watching this painful.
This episode is a remake of "Andy and Helen Have Their Day" from season 5, episode 13. It was a lot better with Barney Fife (Don Knotts).

With Jack Burns stepping in to replace Deputy Fife what you've got is dumb and annoyance mixed together. It was funny watching Helen Crump getting dumped in the lake. What's missing is Fife's manic behavior and his Mr. Know it all personality. Burns isn't funny nor do the writers give him much of a character to work with. In this episode he feels he has E. S. P. And attempts to demonstrate that skill by stepping out of the Barbershop and having the Sheriff pick an object in the Barbershop. He chooses a table. Warren comes in and acts like he's thinking about what object was chosen. He points at the mirror. The Sheriff shakes his head and says it was the table. Warren again points at the mirror and tries to explain that it was the table that was reflected by the mirror. That was lame.
I know Jack Burns is a funny guy but as the Deputy the comedic timing seems to have vanished. The writers have him playing a Deputy very straight another Sheriff Taylor only he lacks in common sense. And then they decided to go from black and white to color. The series has gone into its 5th season and the energy level has gone south.
