Vice President Jim Prescott : Bauer has no hard evidence
President David Palmer : Not at this point
General Gratz : Mr. President, this battle plan requires our surprising the enemy with an initial strike of overwhelming force. We will lose that if we wait any longer, the target will mobilize their defenses and our casualties will increase over the long term
President David Palmer : By how much?
General Gratz : By twenty thousand troops

General Gratz : Believe me General, this is not a decision he made lightly
General Gratz : I haven't been briefed on this
Mike Novick : The President has every intention on explaining his decision to you personally: until he does, you should brief your staff
General Gratz : Alright, I'll take care of it

Mike Novick : Meeting?
Lynne Kresge : Apparently his asked Cabinet members to be on hand an hour and a half from now
Mike Novick : What's the agenda?
Lynne Kresge : I don't know. Because I wasn't invited
Mike Novick : Who told you about this meeting?
Lynne Kresge : It was someone on Genler's staff but he didn't know anymore than what I'm telling you
Mike Novick : Are you thinking it has something to do with the President calling off the military strike?
Lynne Kresge : What else could it be?
Mike Novick : Did you tell the President about this?
Lynne Kresge : No, not yet. Not until I find out more, for all I know it could just be a rumor
Mike Novick : That's probably all it is. But I'll ask around anyway
